The Policy Management Liaison Memos (PML’s) on this page have been replaced by the online Human Resources Manual (HR Manual).
Before the launch of the HR Manual on November 30, 2016, CalHR used PMLs to notify state departments and agencies about new policies, procedures, and to provide other important information.
The 1,800 PMLs available on this web page are superseded by the policy statements in the HR Manual. The PMLs that contained active policy were used as the basis of these policy statements. The policy statements in the HR Manual are CalHR’s current policy and PMLs are only available as historical references.
New policies and updates to existing policies will be released in the HR Manual and an email notification will be sent to the PML subscription list.
Laws, rules, policies, and bargaining unit contracts govern most personnel and labor issues. Please contact your HR office if you have any questions about CalHR policy.
