CalHR Workforce Planning and Succession Management Programs

​CalHR is pleased to offer Workforce Planning and Succession Management Programs in order to guide organizations through the development or improvement of a comprehensive workforce plan and/or succession plan that satisfies CalHR's policy requirements. Our programs are unique in that we use a hybrid approach of workshop-based learning and one-on-one consultative support for participating organizations.

In completing the Workforce Planning Program, your organization will benefit by:

  • Graduating from our five month program with a completed workforce plan
  • Identifying workforce risks threatening to impede the organization's strategic mission
  • Applying talent management strategies to address workforce gaps, the loss of resources, and increased public expectation for services
  • Ensuring the right talent is in the right positions for the most efficient approach to accomplishing strategic goals
  • Developing forecasting tools to predict trends and proactively respond to workforce planning initiatives

In completing the Succession Management Program, your organization will benefit by:

  • Graduating from our four month program with a completed succession plan
  • Establishing the cornerstone to build and maintain internal bench strength
  • Bolstering professional development throughout the organization by applying succession management strategies to a variety of key or mission-critical positions
  • Providing strategies to slow the loss of institutional knowledge that organizations are currently facing

​Required Roles

To help ensure your organization's success in our programs, the following roles are required:

  • Participant(s) – An employee or team at or equivalent to the Staff Services Analyst level or above who has been established and approved to allocate up to 60 percent of their time to carry out the development and implantation of the workforce plan.
  • Executive Sponsor – An executive within your organization who is identified to actively engage fellow executive leaders to participate in the workforce planning efforts and support development and implementation on an enterprise level.

In addition to the Participant(s) and Executive Sponsor, the Workforce Planning Program will also require the role of a:

  • Human Resources (HR) Champion – An employee in your organization's Human Resources area with accessibility to workforce data such as turnover and employee demographics, and ensures continuity of the workforce plan ownership.

Assess your organization's readiness prior to completing registration in order to help ensure successful completion of our programs. Consider the following:

  • Does your organization have a current and operational strategic plan?

  • Does your organization have the resources to dedicate a Participant, up to 60 percent, for completing this effort?

  • Does your organization have access to its workforce data?

  • Does your organization have executive support for workforce planning and succession management?

If you answered yes to all of the questions above, your organization is ready to participate in our programs!
