Scope

This series specification describes five classes in State service which manage activities in the licensing and registration of motor vehicles and provide information to the general public about Department of Motor Vehicles' programs and goals. Each of the five levels within this series is responsible for managing the staff of a subunit within the overall departmental structure.

Definition of Series

Managers, Department of Motor Vehicles, personally or through subordinate line managers or supervisors, plan, organize, assign, direct, and review the work of employees performing vehicle registration, driver licensing, and related work; make decisions on problems ranging in difficulty level from average to the most difficult and complex, and requiring interpretation of the law and departmental policy relating to assigned function; may recommend changes in law or policy where appropriate; estimate volume, timing, and nature of future workload; plan and schedule the work of one or several work units; select and train employees and evaluate their performance; contact groups and individuals to promote community understanding, acceptance, and support of Department programs; interpret, apply, and explain to the public, organizations, and other government jurisdictions the provisions of the law and administrative regulations, policies, and procedures concerning registration and ownership of motor vehicles and the licensing of drivers; examine applicants and make recommendations as to the issuance of driver licenses; serve, give, and receive information concerning notices of suspension, revocation, and cancellation of licenses; determine if vehicles are subject to registration in California and indicate documents required for proper registration and transfer of ownership; inspect vehicles for body type, usage, and verification of identification and license numbers; issue license plates, tabs, and operating permits; determine, collect, and account for fees and penalties; make or recommend changes in organization, office building arrangements, work methods, work standards, staffing, equipment requirements, employees' assignments, and use of intermittent and seasonal help; review expenditures for permanent personnel, temporary help, buildings, equipment and operating expenses, and make recommendations concerning budget requirements; maintain records and prepare reports concerning the work of assigned units; in a staff assignment, make studies of programs, policies, and procedures; write letters and memoranda; dictate correspondence and prepare reports; speak before public gatherings; and may be required to drive a motor vehicle in the conduct of State business.

Entry Level

Entry into the Manager, Department of Motor Vehicles, series is typically from the Supervising Motor Vehicle Representative and the Manager Trainee, Department of Motor Vehicles, classes.

Factors Affecting Position Allocation

The difficulty and complexity of the work assignment is indicated by the scope and variety of the work performed, the problems encountered and the decisions made, control exercised over the work of others, and inherent responsibility of the position.

 

The relative size of a field office is determined by the workload capacity based on a variety of factors such as paid staff years, automated work stations, the size of the facility, and the total volume of items processed necessary to accomplish the work of the office in accordance with standards agreed to and documented by Department of Personnel Administration staff and the Department of Motor Vehicles.

 

Headquarters assignments involve either management of staff engaged in such activities as manual preparation, training program development, and policy and procedure development and program evaluation, or technical assignments. Size of staff, program scope, and statewide impact determine allocation levels.

Definition of Levels

Manager I, Department of Motor Vehicles

Incumbents either (1) serve as a manager responsible for vehicle registration, driver licensing, and administrative activities of one of the smallest field offices; or (2) serve as operations officer of a larger field office; or (3) manage a large group of employees (as reflected in the approved allocation standards) assigned to a major function of a large field office; or (4) in a staff or specialized headquarter assignment, perform technical or managerial duties comparable in difficulty to the other assignments of this classification level.

Manager II, Department of Motor Vehicles

Incumbents either (1) serve as a manager responsible for vehicle registration, driver licensing, and administrative activities of a small field office; or (2) serve as operations officer of a larger field office; or (3) in a staff or specialized headquarters assignment, perform technical or managerial duties comparable in difficulty to the other assignments at this classification level.

Manager III, Department of Motor Vehicles

Incumbents either (1) serve as a manager responsible for vehicle registration driver licensing, and administrative activities of a medium-sized field office; or (2) serve as operations officer of a larger field office; or (3) in a staff or specialized headquarters assignment, perform technical or managerial duties comparable in difficulty to the other assignments at this classification level.

Manager IV, Department of Motor Vehicles

Incumbents either (1) serve as a manager responsible for vehicle registration, driver licensing, and administrative activities of a large field office; or (2) serve as operations officer of one of the largest field offices; or (3) as manager of a large organizational section in the headquarters office, direct the operation of a number of varied line units requiring a high degree of technical knowledge and skill in one or more of the major programs of the Department.

Manager V, Department of Motor Vehicles

Incumbents either (1) serve as a manager responsible for vehicle registration, driver licensing, and administrative activities in one of the largest field offices, characterized by the most complex and difficult driver licensing and registration functions; or (2) as manager of a major organizational section in the headquarters office, direct the operations of a number of varied units requiring a very high degree of administrative skill; or (3) as chief of staff services in the headquarters office, direct the operations of several staff units.

Minimum Qualifications

Manager I, Department of Motor Vehicles

Either I

 

One year of experience in the Department of Motor Vehicles performing the duties of a Supervising Motor Vehicle Representative.

Or II

 

Two years of experience in the Department of Motor Vehicles performing the duties of a Licensing-Registration Examiner, Department of Motor Vehicles; Control Cashier (Motor Vehicle Services), Department of Motor Vehicles; Control Cashier (Vehicle Registration), Department of Motor Vehicles; or Motor Vehicle Program Supervisor II.

Or III

 

Three years of experience in the Department of Motor Vehicles performing the duties of a Motor Vehicle Field Representative, Range C, or Motor Vehicle Technician, Range B.

Or IV

 

Four years of experience in work emphasizing discussion with the public, at least two years of which must have been in work requiring a knowledge of the regulations of the State of California governing the registration of motor vehicles or the licensing of drivers. [Experience in California state service applied toward this requirement must include at least one year in a class with a level of responsibility not less than that of Supervising Motor Vehicle Representative; or at least two years in a class with a level of responsibility not less than that of Licensing-Registration Examiner, Department of Motor Vehicles; Control Cashier (Motor Vehicle Services), Department of Motor Vehicles; Control Cashier (Vehicle Registration), Department of Motor Vehicles; or Motor Vehicle Program Supervisor II; or at least three years in a class with a level of responsibility not less than that of Motor Vehicle Field Representative, Range C.] (College education may be substituted for two years of general, nonsupervisory experience on the basis of one year of education for six months of experience.)

Manager II, Department of Motor Vehicles

Either I

 

One year of experience in the Department of Motor Vehicles performing the duties of a class with a level of responsibility equivalent to that obtained in the class of Manager I, Department of Motor Vehicles.

Or II

 

Two years of experience in the Department of Motor Vehicles performing the duties of a class with a level of responsibility equivalent to that obtained in the class of Supervising Motor Vehicle Representative.

Or III

 

Four years of experience in work requiring a knowledge of the regulations of the State of California governing the registering of motor vehicles or the licensing of drivers, at least one year of which must have been in a managerial or supervisorial position. (Experience in California state service applied toward the managerial or supervisory requirement must have been in a class with a level of responsibility not less than that of Manager I, Department of Motor Vehicles. College education may be substituted for two years of general, nonsupervisory experience on the basis of one year of education for six months of experience.)

Manager III, Department of Motor Vehicles

Either I

 

One year of experience in the Department of Motor Vehicles performing the duties of a class at a level of responsibility equivalent to that obtained in the class of Manager II, Department of Motor Vehicles.

Or II

 

Two years of experience in the Department of Motor Vehicles performing the duties of a class at a level of responsibility equivalent to that obtained in the class of Manager I, Department of Motor Vehicles.

Or III

 

Four years of experience in work requiring a knowledge of the regulations of the State of California governing the registration of motor vehicles or the licensing of drivers at least two years of which must have been in a managerial or supervisory position. (Experience in California state service applied toward the managerial or supervisory requirement must include at least one year in a class with a level of responsibility not less than that of Manager II, Department of Motor Vehicles, or at least two years in a class with a level of responsibility not less than that of Manager I, Department of Motor Vehicles. College education may be substituted for two years of general, nonsupervisory experience on the basis of one year of education for six months of experience.)

Manager IV, Department of Motor Vehicles

Either I

 

One year of experience in the Department of Motor Vehicles performing the duties of a class at a level of responsibility equivalent to that obtained in the class of Manager III, Department of Motor Vehicles.

Or II

 

Two years of experience in the Department of Motor Vehicles performing the duties of a class at a level of responsibility equivalent to that obtained in the class of Manager II, Department of Motor Vehicles.

Or III

 

Three years of managerial or supervisory experience in work requiring knowledge of the regulations of the State of California governing the registration of motor vehicles, the licensing of drivers or the occupational licensing of automobile dealers, dismantlers, and salespersons. (Experience in California state service applied toward this requirement must include either at least one year in a class with a level of responsibility not less than that of Manager III, Department of Motor Vehicles, or Driver Improvement Manager I; or at least two years of a class with a level of responsibility not less than that of Manager�II, Department of Motor Vehicles.)

Manager V, Department of Motor Vehicles

Either I

 

One year of experience in the Department of Motor Vehicles performing the duties of a class at a level of responsibility equivalent to that obtained in the class of Manager IV, Department of Motor Vehicles.

Or II

 

Two years of experience in the Department of Motor Vehicles performing the duties of a class at a level of responsibility equivalent to that obtained in the class of Manager III, Department of Motor Vehicles.

Or III

 

Four years of managerial or supervisory experience in work requiring knowledge of the regulations of the State of California governing the registration of motor vehicles, the licensing of drivers or the occupational licensing of automobile dealers, dismantlers and salespersons. (Experience in California state service applied toward this requirement must include either at least one year in a class with a level of responsibility not less than that of Manager IV, Department of Motor Vehicles, or Driver Improvement Manager II; or at least two years in a class with a level of responsibility not less than that of Manager�III, Department of Motor Vehicles.)

 

(Experience in both the registration of motor vehicles and the licensing of drivers is desirable in any of the above patterns.)

Knowledge and Abilities

All Levels:

Knowledge of: Provisions of the California Vehicle Code and related laws and regulations with particular reference to sections relating to the registration and ownership of vehicles and licensing of drivers; organization, functions, policies and procedures of the Department of Motor Vehicles; office management principles, methods and equipment; principles of effective supervision; accepted methods of handling and accounting for money received; the Department's Affirmative Action Program objectives; and a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Analyze situations accurately and take effective action; gather and analyze data; speak effectively; prepare clear and concise reports; establish and maintain friendly and effective working relationships with applicants, licensees, and others contacted in the work; read and write at a level appropriate to the classification; plan, organize and direct the work of others; and effectively contribute to the Department's affirmative action objectives.

Manager IV, Department of Motor Vehicles

Manager V, Department of Motor Vehicles

Knowledge of: In addition to the above, public administration and general management principles, practices, and problems, including those relating to organization, planning, and work control; and State administrative, budget and personnel procedures as they relate to the Department of Motor Vehicles.

 

Ability to: In addition to the above, plan, organize and direct the operations and staff of several work units of the Department of Motor Vehicles.

Additional Desirable Qualification

All Levels:

Possession of a valid driver license.

Manager V, Department of Motor Vehicles

Experience in a variety of different areas, such as line operations, administration and/or EDP, is desirable for advancement to the highest level in the Manager, Department of Motor Vehicles, series.
