SALARY INFORMATION

 

Description

 This classification conducts quasi-judicial proceedings and/or are responsible for the operation of a district office or major geographic area pertaining to disputed claims arising under the Labor Code provisions related to workers' compensation claims.

 

Plans and directs program operations and implements departmental policies in a region; coordinates with regional supervisors of other units; organizes and, through Presiding Workers' Compensation Judges, directs the work of the staff of other units in a region; maintains uniformity in the application of unit policy, procedures, rules, regulations, and appropriate laws; gathers and evaluates management information necessary to assess the functioning of the specific unit; makes recommendations to top management regarding problems identified in district offices; supervises and evaluates the Presiding Workers' Compensation Judges in a region; evaluates program operations and the work of staff of the Claims Adjudication Unit in a region and ensures that Workers' Compensation Judges and other region staff are properly trained; as directed, participates in the development of Division policies and procedures; analyzes pending legislation and participates in recommending future legislation; as necessary, presides as judicial officer in hearings under workers' compensation law; and does other related work.

 

Minimum Qualifications

Membership (active or inactive) in the State Bar of California; and

 

Either I

One year of experience in California State service performing duties of a class with a level of responsibility equivalent to a Supervising Administrative Law Judge; or

 

II

Eight years of experience in the active practice of law*, which includes six years of experience in workers' compensation law.  At least one year of this experience must have been in a supervisory capacity with responsibility for supervising a staff of attorneys and support staff.

 

* Experience in the "practice of law" or "performing legal duties" is defined as: (1) only that legal experience acquired after admission to any State Bar, or (2) experience as a judicial clerk for a federal court, California's state courts, or any other state's courts, or (3) legal experience acquired while practicing under a provisional license to practice law issued by the State Bar of California's Provisional Licensure Program, to constitute experience in the practice of law. For an individual's judicial clerkship to qualify as experience in the practice of law or performing legal duties, the experience must have been gained after receipt of a Juris Doctor or equivalent degree.

 

Knowledge and Abilities

Knowledge of: Methods of organizations, planning, management, training human resources, personnel and supervision; and the policy and procedures of the Division of Workers' Compensation.

 

Ability to: Plan, organize, and manage the operations of a regional office; direct and supervise the work of Presiding Workers' Compensation Judges and supporting personnel; create uniformity in offices in a region, coordinate between offices to address workflow; work as part of a team with other division units to effectively fulfill the division's mission; and effectively promote equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.

 

Preferred or Desirable Qualifications

All Levels:

Willingness to travel; impartiality; judicial temperament; self-motivation; and tact.

 

Demonstrated capacity for assuming increasing administrative responsibilities; and additional experience or college work in administration and management.

 

All employees shall have general qualifications as described by California Code of Regulations, title 2, section 172.
