Definition

Under direction, either (1) as Assistant Regional Administrator (Field Services), to plan, organize, and direct the parole and community reentry programs for several units in a region of the adult parole program; (2) as Assistant Regional Administrator (Operations), to manage special regional functions including staff services, reentry, hearing, interstate, and correctional case records; or (3) to administer a correctional center with a capacity for over 60 residents and to do other related work.

Typical Tasks

As Assistant Regional Administrator (Field Services), plans, organizes, and supervises the operations of a group of parole units and reentry facilities and directs the activities of several Unit Supervisors; evaluates employee performance and takes or recommends appropriate action; institutes, interprets, and assists in formulating policies, procedures, and standards for parole; instructs subordinates as to the philosophies, policies and standards of the paroling authorities; reviews case records and recommendations prepared for submission to the paroling authorities, making recommendations on the revocation or continuance of parole or suggesting alternative programs or case dispositions; assists in planning, organizing, and directing the regional training program; studies the sociological, employment, and geographical aspects of the parole region and applies this data to the parole operation; consults with subordinates and representatives of interested public and private agencies on parole problems and secures their cooperation to develop local facilities and community resources for the control and rehabilitation of adult parolees; coordinates the work of the division with that of law enforcement and other interested public and private agencies; prepares special reports; determines the budget requirements of the region; plans and implements parole programs for out-of-State cases; interprets and carries out provisions of the interstate parole compact; interprets, assists and carries out parole policies and procedures for employment development and parolee placement; coordinates institutional prerelease training programs and prerelease preparation with field parole needs. As Assistant Regional Administrator (Operations), manages several major program areas of the region, such as reentry, hearing, interstate, staff services, and correctional case record functions; supervises staff in these functions; prepares special studies, projects, and analyses; and prepares and implements regional operational policies.

 

As administrator of a correctional center with a capacity for over 60 inmates, supervises the correctional center staff; is responsible for overall program activities including work assignments, safety, control, and counseling; and provides public relations activities on behalf of the facility.

Minimum Qualifications

Either I

 

In the California state service either:

 

1. One year of experience performing correctional casework duties in a class with the level of responsibility equivalent to Parole Agent III, Adult Parole; or

 

2. Two years of experience performing correctional casework duties of a class with a level of responsibility equivalent to that of Parole Agent II, Adult Parole (Supervisor) or Parole Agent II, Adult Parole (Specialist).

Or II

 

Experience: Two years of supervisory or administrative experience in casework in a correctional facility or in probation or parole work or in an agency conducting social welfare and rehabilitative services. (Experience in the California state service applied toward this requirement must be at a level of responsibility equivalent to that of Parole Agent II.) and

 

Education: Equivalent to graduation from college. Registration as a senior in a recognized institution will admit applicants to the examination but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment. (Additional qualifying experience may be substituted for not more than two years of the required education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: Principles, techniques, and trends in parole and correctional casework; methods used and problems involved in the supervision and rehabilitation of parolees/releasees/inmates; laws pertaining to prisons, probation, and parole; organization and functions of the California Department of Corrections and paroling authorities; principles and methods of making investigations and obtaining evidence; organizations, facilities, and services of public and private welfare and employment agencies available to parolees/ releasees; functions and procedures of State, county, and municipal law enforcement agencies; court procedures required in dealing with violations and conditions of parole; Federal and inter-State parole procedures; vocational and educational counseling; employment conditions and opportunities in California and of facilities available for instruction, training, and placement of parolees/releasees/inmates; principles and techniques of personnel management and supervision; principles of organization, public administration, and budgeting; the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives; and the collective bargaining process.

 

Ability to: Plan, organize, and direct the work of others; speak and write effectively and secure the cooperation of individuals and agencies interested in placement and parole work; analyze situations accurately and take effective action; prepare reports; effectively contribute to the Department's affirmative action objectives.

Special Personal Characteristics

Interest in and enthusiasm for working with parolees/releasees/inmates; demonstrated supervisory and administrative ability; demonstrated ability to work effectively with representatives of varying levels of government; normal or corrected to normal hearing, not less than 15/15 acuity; physical ability to effectively carry out the duties and responsibilities of the position.

Felony Disqualification

Existing law provides that persons convicted of a felony are disqualified from employment as peace officers. Such persons are not eligible to compete for, or be appointed to, a position in this class.

Training Requirement

Under the provisions of Penal Code Section 832, persons selected as Parole Agents with the California Department of Corrections undergo a formal, comprehensive training course in laws of arrest, search and seizure, firearms, and chemical agents at the California Department of Corrections' training academy. Successful completion of the training program is a requirement for permanent status as a Parole Agent.

Background Investigation

Pursuant to Government Code Section 1031(d), all persons successful in this examination who are not peace officers with the California Department of Corrections shall be required to undergo a thorough background investigation prior to appointment.

Citizenship Requirement

Pursuant to Government Code Section 1031(a), in order to be appointed to a peace officer position a person must be either a United States citizen or a permanent resident alien who is eligible for and has applied for United States citizenship at least one year prior to the final filing date for an examination. The one-year requirement does not apply to permanent resident aliens who have applied for employment prior to their 19th birthday.

Age Limitation

Minimum age for appointment: 21 years pursuant to Government Code Section 1031(b). Birthday must be stated on the application.

Drug Testing Requirement

Applicants for positions in this class are required to pass a drug screening test. (The drug screening test will be waived for employees who are currently in a designated "Sensitive" class for which drug testing is required under State Personnel Board Rule 213.)
