Scope

This series specification describes three classes used in the California State Lottery to control retailer scratcher ticket inventory, develop customized ticket orders to meet individual retailer needs, establish sales projections, and promote the sale of Lottery tickets.

Definition of Series

Incumbents in these classes determine the appropriate amount of scratcher tickets and mix of games to order for an assigned group of retail locations by researching, compiling, and evaluating a variety of information such as sales data/sales trends contained in various reports; review play styles, prize structures of games in various locations, and retailer demographics; assess the impact promotional events will have on ticket sales; gain retailer acceptance of the orders developed; assess and resolve daily �shortage reports� for retail outlets with insufficient inventory; work with District Sales Representatives and district offices to maximize sales; resolve problems such as lost, stolen, and misdeliveries or transfers of tickets, and changes in retailer ownership; provide support to the Lottery's Security Division on courier and/or retailer investigations; provide consultation and presentations to Sales Division management; assist retailers in resolving problems and inform them of pertinent information such as new games and game features, sales promotional events, sales campaigns, and monies owed; supervise staff; and do other related work.

Definition of Levels

Lottery Ticket Sales Specialist

This is the entry, training, and journey level for this series. Under general supervision, develop the scratcher ticket orders for individual retailers which include a mix of games in order to meet established sales projections for a varied group of retail locations. Work is subject to occasional review and may require incumbents to resolve sensitive retailer complaints and/or problems.

Lottery Ticket Sales Senior Specialist

This is the advanced journey level for this series. Under general supervision, incumbents function as staff specialists for an assigned group of retail locations to resolve the most difficult, complex, and sensitive scratcher ticket inventory issues; assist in training; and provide lead to lower-level Lottery Ticket Sales Specialists. Work is subject to occasional review.

Lottery Ticket Sales Supervisor

This is the supervisory level in this series. Incumbents plan, organize, and direct the work of a group of Lottery Ticket Sales Specialists and Lottery Ticket Sales Senior Specialists; compile statistics; prepare status reports; make presentations and participate in meetings with other Lottery staff; provide consultation to sales division management; and assist sales division management in the implementation of program goals, objectives, and policies.

Minimum Qualifications

All Levels:

Education: Equivalent to completion of high school.

Lottery Ticket Sales Specialist

Two years of wholesale sales experience, one year of which must have been in inventory management. (Experience in the California state service applied toward this requirement must include one year in a class with a level of responsibility not less than that of an Office Assistant, Range B.)

Lottery Ticket Sales Senior Specialist

Either I

 

One year of experience in the California state service performing duties comparable to those of a Lottery Ticket Sales Specialist.

Or II

 

Three years of wholesale sales experience, one year of which must have been in inventory management. (Experience in the California state service applied toward this requirement must include one year performing duties comparable to those of a Lottery Ticket Sales Specialist.)

Lottery Ticket Sales Supervisor

Either I

 

One year of experience in the California state service performing duties comparable to those of a Lottery Ticket Sales Senior Specialist.

Or II

 

Two years of experience in the California state service performing duties comparable to those of a Lottery Ticket Sales Specialist.

Or III

 

Three years of experience as a full-time supervisor in a wholesale sales operation, one year of which must have been in inventory management. (Experience in the California state service applied toward this requirement must include one year of experience in a class performing duties comparable to those of a Lottery Ticket Sales Senior Specialist, or two years in a class performing duties comparable to those of a Lottery Ticket Sales Specialist.)

Knowledge and Abilities

All Levels:

Knowledge of: Wholesale sales techniques; inventory management; sales promotion techniques; solicitation of sales by telephone; basic arithmetic calculations; modern office methods, equipment, and procedures.

 

Ability to: Review, research, interpret, and apply sales and inventory data to create and develop customized retail orders; communicate effectively at a level required for successful job performance; make accurate and timely arithmetic calculations; follow directions, methods, practices, and terminology used in the sale and marketing of Lottery products; understand policies and procedures governing the operation of the California State Lottery; establish and maintain good relationships with retailers, co-workers, and vendors.

Lottery Ticket Sales Senior Specialist

Knowledge of: All of the above.

 

Ability to: All of the above, and evaluate and resolve complex sales and inventory issues; work independently with minimal direction.

Lottery Ticket Sales Supervisor

Knowledge of: All of the above, and principles of effective supervision; a supervisor's responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment which is free of discrimination and harassment; appropriate laws, rules, regulations, and policies of the State of California.

 

Ability to: All of the above and plan, organize, direct, and evaluate the work of employees; assess employee training needs; develop the skills of staff; motivate others; resolve supervisory problems; understand and fulfill supervisory responsibilities under the Ralph C.
