Definition

Under direction, to assist in the provision of planning assistance to local jurisdictions, and to provide liaison between State and local planning programs; or to assist in the formulation and execution of planning studies in various fields of development activities of State Government; and to do other related work.

Typical Tasks

Advises and consults with city, county, regional, and area governing bodies and planning commissions or boards with respect to the preparation of general or master plans, and the granting of financial assistance from Federal or other public or private agencies and private sources in other planning matters; assists in the provisions of liaison between the State and local agency planning functions; assists in the design and execution of technical planning studies in various fields of development activities of State Government; gathers and assists in the analysis of planning information from all available sources; assists in the continuing development of the State development plan and the administration of the program; assists in the analysis and coordination of planned public works of various governmental levels; prepares reports with independent recommendations.

Minimum Qualifications

Either I

 

One year of experience in the California state service performing duties comparable to those of a Planner, Range B.

Or II

 

Three years of increasingly responsible experience in a governmental or private agency in one or a combination of the following:

 

1. Urban metropolitan, regional, or State planning; or

 

2. Analysis and interpretation of economic and demographic data in the field of planning and development; or

 

3. Resources development planning.

 

(Possession of a Master's Degree in Planning, Economics, Public Administration, Political Science, Geography, Sociology, Regional Science, Civil Engineering, Forestry, or a related field may be substituted for one year of the required experience.) and Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: Principles and practices of the various phases of modern city, regional, and State planning; social and economic aspects of planning; various legal requirements relating to city and regional planning; current trends in Federal, State and local planning; California geography and resources as they relate to future development; various sources of funds available for aid in city or area development; organization of the various State and local governments; principles and techniques of supervision.

 

Ability to: Establish and maintain effective cooperative relations with those contacted in the course of the work; direct the work of others; prepare complete and comprehensive reports and recommendations and speak effectively and convincingly; analyze situations accurately and adopt an effective course of action.
