Definition

Under general direction, to plan, direct and review the work of a field staff working out of the headquarters office or the Los Angeles field office engaged in conducting financial examinations of insurance company operations; and to do other related work.

Typical Tasks

Plans, schedules, assigns and directs the work of a field staff engaged in examinations of admitted insurance companies; reviews the working papers and reports of the examining staff; advises examiners on technical questions and policy matters; trains staff, evaluates their performance and takes or recommends appropriate action; maintains uniform application of departmental policy, the law and adequate examining procedures and techniques; summarizes and makes recommendations or examination findings which require administrative action; prepares schedules and estimates of costs of conducting examinations; analyzes financial statements of companies seeking admittance to operate in the State; reviews reports of examinations conducted in other states of companies also operating in California. In the Financial Analysis Bureau, plans, directs, and reviews the work of the staff engaged in auditing and analyzing financial statements and other reports of insurance companies; prepares or modifies insurance report forms and develops written instructions for their use; compiles or directs the compilation of financial, statistical, and textual data for the Annual Report of the Insurance Commissioner; supervises audits of premium tax and ocean marine profits tax returns of insurers; prepares report of insurance company taxes to the State Board of Equalization for assessment; correlates office audits of tax returns with reports of field examiners; assesses and collects tax on surplus line brokers; conducts or supervises audits of retaliatory tax returns; confers with accountants, attorneys and executives of insurance companies; recommends administrative policies; conducts conferences and hearings.

Minimum Qualifications

In the California state service:

Either I

 

One year of experience performing the duties of a Senior Insurance Examiner. or Two years performing the duties of an Associate Insurance Examiner.

Or II

 

Experience: Six years of increasingly responsible professional experience in examining the financial condition and activities of insurance companies. For at least one year, this responsibility must have been at a level equivalent to a Senior Insurance Examiner in the California state service. and

 

Education: Either

 

1. Equivalent to graduation from college, with specialization in insurance. or

 

2. Completion of either:

 

a. A prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, cost accounting and business law. or

 

b. The equivalent of sixteen semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing and cost accounting; and three semester hours of business law. (A course in statistics may be substituted for cost accounting.) or

 

3. Equivalent to graduation from college including nine units of insurance or actuarial science and at least six semester hours of accounting courses. (Experience with an insurance company performing professional accounting or technical underwriting or claims work may be substituted for the educational requirements on the basis of one year of experience for each year of college work up to a maximum of two years. Work experience may not be substituted for the required accounting courses.)

Knowledge and Abilities

Knowledge of: General accounting and auditing principles and procedures; specialized financial examining practices and procedures as used in insurance examining; insurance accounting and uniform accounting systems prescribed for insurance companies; financial organization and practices of various types of insurance companies; provisions of law governing insurance companies, related legal opinions and court decisions and departmental policies, rules and regulations; organization and operations of the Department of Insurance with particular reference to the insurance examining program; principles and techniques of organization, management and supervision; business law; the department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Apply general accounting and auditing principles and procedures, specialized financial examining practices and procedures and provisions of the law governing insurance companies, related legal opinions and court decisions and departmental policies, rules and regulations; plan, organize, and direct the work of a staff engaged in examining accounts and records of insurance companies subject to State regulations; analyze financial and operating statements reports and records relating to the operations of insurance companies; gather, organize and summarize financial data; analyze data and draw sound conclusions; analyze situations accurately and adopt an effective course of action; prepare clear, complete, concise reports; establish and maintain cooperative relations with those contacted in the work; speak and write effectively; effectively contribute to the department's affirmative action objectives.
