Definition

Under general direction, in a district office of the Division of Occupational Safety and Health, to supervise a multidisciplinary safety engineering and industrial hygiene team engaged in safety and industrial hygiene compliance inspections and enforcement involving work places covered by the California Occupational Safety and Health Act; and to do other related work.

Typical Tasks

In a local district office of the Division of Occupational Safety and Health, plans, organizes, and directs the work of a multidisciplinary safety engineering and industrial hygiene team engaged in the administration and implementation of the Division's safety and health orders pertaining to work places covered by the California Occupational Safety and Health Act; trains staff, assigns work, gives instruction, maintains discipline, evaluates staff performance and takes appropriate action; supervises the investigation and analysis of accidents and illnesses to determine causes; recommends penalties for alleged violations of safety and health regulations; may assess penalties; meets with employers, employees and others in relation to compliance requirements, reported violations and related matters; establishes and maintains cooperative relations with organizations interested in promoting accident and illness prevention and in organizing and carrying on accident and illness prevention campaigns; dictates correspondence; prepares reports.

Minimum Qualifications

Either I

 

Two years of experience in the California state service performing the duties of an Associate Safety Engineer or an Associate Industrial Hygienist.

Or II

 

Experience: Four years of experience as a Safety Engineer or Industrial Hygienist with overall responsibility for organizing and administering a comprehensive safety or industrial hygiene program. and

 

Education: Equivalent to graduation from college with specialization in engineering, industrial hygiene, environmental health, chemistry, biology, physics, medicine, public health, or in a field directly related to occupational safety and health. (Additional qualifying experience may be substituted for the required education on a year- for-year basis.)

Knowledge and Abilities

Knowledge of: General principles and practices of safety engineering and industrial hygiene to the extent necessary to supervise a multidisciplinary safety engineering and industrial hygienist team; safety and health regulations of the Division of Occupational Safety and Health; applicable provisions of the Labor Code; accident prevention techniques; purposes, organization, policies and activities of the Division of Occupational Safety and Health; labor laws and workers' compensation laws as applied to the work of the Division; principles of effective supervision and training; the Division's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Direct the work of safety engineers and industrial hygienists in the disciplines covered by the California Occupational Safety and Health Act; apply the policies of the Department of Industrial Relations and Division of Occupational Safety and Health; analyze accident and illness data; use good judgment and take appropriate action in emergencies; secure and maintain the cooperation of those contacted in the course of the work; write and speak effectively; effectively contribute to the Division's affirmative action objectives.

Additional Desirable Qualifications

In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent education and experience over and above that required under "Minimum Qualifications". Preferred types of additional education and experience are:

 

Experience or additional college work in administration, management, industrial relations, industrial hygiene, safety or other engineering.
