Series established December 3, 1975

Scope

This class series describes three levels in the waste management engineering field with responsibility for performing waste management engineering work. Incumbents prepare and review engineering drawings, plans, and specifications; conduct site inspections; consult with management, professional and technical personnel, and make recommendations regarding methods and locations for waste handling, processing, disposal, post closure land use, and reuse/recovery systems for the protection of the public health and safety and the environment; plan, conduct, participate in, and direct research projects for development of new or modified methods for the treatment, reduction, and use of wastes; consult with and provide technical assistance to public and private entities in the development and operation of waste management and reuse/recovery facilities and on remediation projects; investigate complaints regarding waste disposal conditions and make appropriate recommendations for prevention and abatement; assist in developing policies for waste management; provide appropriate surveillance of waste handling and disposal site practices; advise local authorities on the application of State regulations governing waste management; advise and consult with community leaders and groups, local health departments, and other interested groups on waste management engineering projects; enforce the State waste management laws and regulations; gather pertinent information for court cases and give testimony; address interested groups on waste management engineering matters; and prepare reports and correspondence.

Definition of Levels

Waste Management Engineer

Range A is the entry and first working level in the series. Under close supervision, incumbents perform less difficult waste management or material reuse/recovery engineering work.

 

Range B is the intermediate working level. Under general supervision, incumbents perform engineering work of average difficulty in connection with waste management and material reuse/recovery.

 

Range C is the full (nonregistered) journey level. Under direction, incumbents perform difficult engineering work in connection with waste management and material reuse/recovery. Range D is the full (registered) journey level. Under direction, incumbents perform the full range of the more difficult engineering work in connection with waste management and material reuse/recovery. This level may be used in a lead capacity.

Senior Waste Management Engineer

This is the first supervisory level of the series. Under general direction, incumbents have charge of a major segment of a waste management engineering program or supervise major engineering-related investigations in connection with waste management engineering and material reuse/recovery.

Supervising Waste Management Engineer

This is the second supervisory level of the series. Under general direction, incumbents plan, organize, and direct engineering programs in connection with waste management and material reuse/recovery.

Minimum Qualifications

Waste Management Engineer

Education: Equivalent to graduation from college with a bachelor of science degree in environmental, chemical, sanitary, civil, mechanical, or a related engineering field from a college accredited by the Accreditation Board for Engineering and Technology. (Registration as a senior will admit the applicant to the examination, but the applicant must produce evidence of graduation before becoming eligible for appointment.)

Senior Waste Management Engineer

Possession of a valid certificate of registration as a professional engineer issued by the California State Board of Registration for Professional Engineers. (Applicants who are not registered professional engineers will be admitted to the examination but must secure the certificate of registration before being considered for appointment.) and Either I Experience: Two years of experience in the California state service performing the duties of a Waste Management Engineer, Range C or�D.

Or II

 

Experience: Five years of increasingly responsible experience in waste management engineering, at least two years of which must have been comparable in type and level to that of a Waste Management Engineer, Range C or D, in the California state service. (Possession of a master's degree in environmental, chemical, sanitary, civil, mechanical, or a related engineering field may be substituted for one year of experience; possession of a doctorate degree in the same fields may be substituted for two years of experience.) and

 

Education: The same as is required for Waste Management Engineer.

Supervising Waste Management Engineer

Possession of a valid certificate of registration as a professional engineer issued by the California State Board of Registration for Professional Engineers. Education: The same as is required for Waste Management Engineer.

Knowledge and Abilities

Waste Management Engineer

Knowledge of: Waste management and/or public health engineering principles and practices; solid waste disposal methods; programs and processes for waste reuse/recovery; and waste management facilities engineering design, construction, and operation processes.

 

Ability to: Prepare, review, check, and interpret waste management engineering plans, estimates, and specifications; evaluate findings and make recommendations for the protection of public health and safety and the environment; establish and maintain cooperative relationships with those contacted in the course of work; communicate effectively; analyze situations accurately and adopt an effective course of action; apply and interpret laws, rules, and regulations pertaining to public health and waste management engineering in California.

Senior Waste Management Engineer

Knowledge of: All of the above, and the principles of program management and personnel administration; a manager's/supervisor's responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment that is free of discrimination and harassment; methods and techniques of effective leadership; California's legislative, budget, and general administrative processes.

 

Ability to: All of the above, and plan and supervise the work of others; review, check, and interpret major waste management engineering plans, estimates, and specifications; provide leadership in accomplishing basic functions and objectives; participate in assigned programs effectively with groups and agencies to gain cooperation in solid waste management issues; effectively promote equal opportunity in hiring and employee development and promotion, and for maintaining a work environment that is free of discrimination and harassment.

Supervising Waste Management Engineer

Knowledge of: All of the above, and methods of planning, organizing, directing, and managing major programs.

 

Ability to: All of the above, and implement administrative and program policies and evaluate program changes and accomplishments; establish and maintain effective multidisciplinary relationships in the solution of problems and the achievement of departmental goals.
