Electric Generation System Specialist Series

Series established March 16, 1977

Scope

This series specification describes three levels of Specialized Electric Generation System Specialist which performs consultative and analytical oriented assignments in the State Energy Resources Conservation and Development Commission. Positions in this class analyze, evaluate, design and implement generation system models; provide information on engineering and economic studies of alternative electric generation methods and fuels; evaluate the need for new generation facilities; develop and analyze alternatives to current electric generation methods; evaluate new electric generation technologies and their relationships to present and future resource plans; evaluate the economic consequences of generation costs to the electric utilities and members of the public; make recommendations to the Commission for the creation and adoption of Commission policy regarding the construction and operation of generation facilities.

Factors that affect the level of positions include the scope of responsibility assigned, complexity of work, independence of action, program responsibilities, impact of decisions on statewide programs and supervisory responsibilities.

Definition of Levels

Electric Generation System Specialist I

This is the full journeyperson level. Incumbents perform responsible, varied and complex technical and analytical work in the field of electric generation system planning and regulation. Incumbents may act as team leaders or coordinate the efforts of representatives of various governmental agencies on larger projects.

Electric Generation System Specialist II

This is the working supervisor level. Incumbents typically are responsible for a small group of specialists or other technical employees performing journeyperson level work. Incumbents personally perform the most difficult or sensitive work of the group.

Electric Generation System Specialist III

This is the full supervisory level. Incumbents typically supervise a group of electric generation specialists and have major program responsibilities. Typically, as a full supervisor, incumbents report to an Office Manager responsible for one of the Commission's major programs, or report to a Division Administrator when supervising one of the division's major support programs. Incumbents spend their time supervising and managing activities rather than personally performing work which can be done by a journeyperson or program specialist.

Minimum Qualifications

All Levels:

The following education is required when non-California state service experience is used to qualify at any level:

 

Education: Equivalent to graduation from college. (Additional experience may be substituted for the required education on year-for-year basis.)

Electric Generation System Specialist I

Either I

 

At least one year in the California state service performing electric generation energy-related duties in a class with a level of responsibility equivalent to that of Energy Analyst, Range C. (Applicants who have completed six months of service performing the duties as specified above will be admitted to the examination but they must satisfactorily complete one year of the experience before they can be eligible for appointment.)

Or II

 

Experience: Three years of progressively responsible technical professional experience in electric generation system planning, design, evaluation, or operation, including two years of experience above the trainee level. (A Master's Degree in Engineering, Environmental Sciences, Mathematics, Economics, Computer Science, or other closely related field, may be substituted for one year of the required experience.) Individuals with two different recognized graduate degrees (each of which constitutes a full degree program in one of the areas shown above) may substitute this achievement for two years of experience.

 

(Experience in the California state service applied toward this pattern must include at least one year performing the duties of an Energy Analyst in a class with a level of responsibility equivalent to that of Energy Analyst, Range C.)

Electric Generation System Specialist II

Either I

 

One year of experience in the California state service performing electric generation energy-related duties in a class with a level of responsibility equivalent to that of Electric Generation System Specialist I.

Or II

 

Experience: Four years of progressively responsible technical professional experience in electric generation system planning, design, evaluation, or operation, including three years of experience above the trainee level. (A Master's Degree in Engineering, Environmental Sciences, Mathematics, Economics, Computer Sciences, or other closely related field may be substituted for one year of the required experience.) Individuals with two different recognized degrees (each of which constitutes a full degree program in one of the areas shown above) may substitute this achievement for two years of experience.

 

(Experience in the California state service applied toward this pattern must include at least one year performing the duties in a class with a level of responsibility equivalent to that of Electric Generation System Specialist I.)

Electric Generation System Specialist III

Either I

 

One year of experience in the California state service performing electric generation energy-related duties in a class with a level of responsibility equivalent to that of Electric Generation System Specialist II.

Or II

 

Two years of experience in the California state service performing electric generation energy-related duties in a class with a level of responsibility equivalent to that of Electric Generation System Specialist I.

Or III

 

Experience: Five years of progressively responsible technical professional experience in electric generation system planning, design, evaluation, or operation, including four years of experience above the trainee level. (A Master's Degree in Engineering, Environmental Sciences, Mathematics, Economics, Computer Sciences, or other closely related field may be substituted for one year of the required experience.) Individuals with two different recognized graduate degrees (each of which constitutes a full degree program in one of the areas shown above) may substitute this achievement for two years of experience.

 

(Experience in the California state service applied toward this pattern must include at least one year of experience in a class with a level of responsibility equivalent to that of Electric Generation System Specialist II.)

Knowledge and Abilities

Knowledge of: California Public Resources Code pertaining to energy conservation and development; design and operation of existing electrical generating facilities (nuclear, coal, oil, combustion, and hydro), advanced electrical generating technologies; environmental and economic aspects of various fuel types; generation expansion modeling techniques and approaches; electricity system planning and operation; power system economics alternative generation technologies and environmental consequences of generation facility construction and operation.

 

Ability to: Evaluate alternative generation methods; develop viable resource plans and supply mix strategies; analyze environmental and economic impacts; evaluate utility proposed resource plans for compatibility with electrical demand forecast; design and use mathematical modeling techniques for use in generation system planning; develop and present oral and written testimony in resource planning and environmental impacts; analyze energy and electricity data and develop technical information both orally and in writing; consult with and advise Office Managers, Division Administrators and Commissioners on a wide variety of electric generation system planning subject-matter areas; coordinate the work of others; act as a team or conference leader; departmental and State of California affirmative action and upward mobility programs and goals.

Electric Generation System Specialist II and III

Knowledge of: In addition to the above, principles, practices and trends of management and supportive services such as budget, personnel, planning, program evaluation or related areas; principles and practices of employee supervision, development and training; program management, formal and informal aspects of the legislative process; the administration and environmental goals and policies; and governmental functions and organization at the State and local level; Commission's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: In addition to the above, reason logically and creatively and utilize a variety of analytical techniques to resolve complex managerial problems; review and edit written reports; utilize interdisciplinary teams effectively in the conduct of studies; manage a complex energy program; establish and maintain project priorities; and develop and effectively utilize all available resources; effectively contribute to the Commission's affirmative action objectives.
