Definition
Under general direction, in the California Housing Loan Insurance Fund (CHLIF) Unit of the California Housing Finance Agency, to have responsibility for the development, implementation and maintenance of a comprehensive mortgage insurance marketing program, and to do other related work.
Typical Tasks
Develops, implements and maintains an overall marketing plan for the operation of a quality mortgage insurance business for the CHLIF through direct contact with present and potential customers; identifies target market; establishes market goals; assesses the competition and establishes an action plan; briefs the CHLIF employees to insure understanding of competitive industry climate, customer's perspective, and resolution of customer disputes and/or concerns.
Minimum Qualifications
Either I
Experience: In the California state service, one year of experience performing mortgage insurance marketing, mortgage underwriting and/or default/delinquency prevention duties equivalent to that of a Mortgage Insurance Representative II.
Or II
Experience: Five years of progressively responsible analytical, technical or professional experience in mortgage insurance marketing; underwriting or equivalent risk evaluation experience with an institutional investor that assumes primary monetary risk for mortgage loans; lender performance auditing; or credit counseling. Two of these years must have included specialization in low equity loans. (Experience in the California state service applied to this pattern must be equivalent to that of a Mortgage Insurance Representative II.) and
Education: Equivalent to graduation from a college with a degree (or major emphasis) in marketing, business, finance, banking, economics, real estate, or insurance.
Knowledge and Abilities
Knowledge of: Mortgage insurance marketing techniques; marketing planning and identification of target market; related governmental and private industry programs; and impact of marketing on potential risk and resulting monetary loss.
Ability to: Assume leadership role in each of the above areas; develop and present programs clearly and articulately in both oral and written form; establish effective working relationships with all groups and individuals contacted in the work; and analyze situations accurately and take effective action.
