Scope

This consolidated series specification describes five classes used in the California Loan Housing Insurance Fund (CHLIF).

Definition of Series

The Mortgage Insurance series describes five levels used by the CHLIF in the overall program operation of the Fund. This series provides for five levels of analytical, technical, professional and supervisory skills required to ensure the effective and efficient mortgage insurance operation of the Fund.

 

Positions may be assigned to one or more of the activities described above depending on development of the programs and volume of business. Positions will be assigned in two of the three divisions:� Risk Management, and Delinquency and Claims. Functional assignments include developing promotional materials and campaigns, public relations, sales, underwriting and analyzing the risk of insuring mortgages, negotiating conditions of approval, claims adjustment and settlement, lender performance auditing and delinquency prevention and collection.

Factors Affecting Position Allocation

Position allocation depends upon the scope and level of responsibilities assigned; the variety and complexity of the work; the independence and consequence of action; the level and scope of responsibility for program development and implementation; decision-making authority; the degree of supervision received and exercised; sensitivity of client contacts; and competitive nature of the market.

Definition of Levels

Mortgage Insurance Representative I

This is the entry and first journey level class in the Mortgage Insurance series. It is used as a recruiting and developmental class for persons qualified to perform technical, analytical work in one or more mortgage insurance functions within the CHLIF. Positions are permanently allocated to�this class when the major portion of tasks performed do not include the more responsible, varied and difficult assignments found at the full journeyperson level. Under close supervision and in accordance with established procedures, incumbents perform technical, analytical and consultative duties which are necessary to carry out the functions of the CHLIF. This includes developing strategies and materials; territorial sales; analyzing applications for mortgage insurance and negotiating conditions of approval; adjusting claims; auditing lenders' performance in the program; and working with delinquent clients to prevent losses to the Fund.

Mortgage Insurance Representative II

This is the full journeyperson level of the series. Under direction, incumbents exercise independent judgment in the performance of their duties. They perform the more complex, varied and difficult tasks associated with mortgage insurance. They may be assigned total or lead responsibility for a specific project or function, having regional or statewide impact. This includes lead responsibility for territorial sales; issuing insurance commitments on behalf of CHLIF; assisting in procuring reinsurance commitments; settling insurance claims; identifying fraudulent representations and recommending appropriate courses of action.

Mortgage Insurance Specialist

This is the advanced journey/technical adviser level within the series. Under minimum direction, incumbents at this level are assigned the more complex, sensitive and higher risk projects requiring a high level of judgment and expertise. Incumbents will concentrate on the more difficult and emerging programs such as low equity loan mortgage insurance. They are also responsible for assisting higher level CHLIF personnel by independently developing policy and program recommendations.

Mortgage Insurance Supervisor

This is the first supervisory level of the series. Incumbents direct and supervise one or more of the delinquency and claims, underwriting, and/or sales functions of the CHLIF. This includes supervising the unit to which assigned and supervising a small-to-medium group of professional staff; performing the most complex and sensitive assignments.

Mortgage Insurance Officer

This is the highest level program expert within a specified CHLIF program such as Risk Management, and Delinquency and Claims. Incumbents at this level have broad administrative and technical responsibilities for developing and administering program policies and procedures. Incumbents also have responsibility for a CHLIF function having significant impact and involving work of the most critical or sensitive nature as it relates to CHLIF's primary mission. Such responsibility requires skills and knowledge at the highest level within the particular program specialty. Incumbents may supervise lower level technical staff.

Minimum Qualifications

All Levels:

Experience: Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirement.

 

Education: When the equivalent of graduation from college is required, additional experience may be substituted on a year-for-year basis. (Applicants who are currently enrolled in their senior year will be admitted to the examination but they must produce evidence of graduation before they may be considered eligible for appointment.)

 

Promotional Candidate: Promotional candidates who are within six months of meeting the "Minimum Qualifications" for the specified promotional class will be admitted to the examination but must complete the required experience before they can be eligible for appointment.

Mortgage Insurance Representative I

Either I

 

Experience: One year of experience in California state service performing mortgage insurance, mortgage underwriting and/or default/delinquency prevention duties at a level of responsibility not less than that of a Management Services Technician (Range�B).

Or II

 

Experience: One year of experience within the CHLIF performing the duties of a class comparable to that of Office Technician. and

 

Education: Twelve semester or 18 quarter units of college courses in business, finance, banking, economics, real estate, marketing, or insurance.

Or III

 

Experience: One year of analytical, technical or professional experience in mortgage insurance underwriting or equivalent risk evaluation experience with an institutional lender or investor that assumes primary monetary risk for mortgage loans; marketing; mortgage insurance sales; lender performance auditing; or credit counseling. (Experience in the California state service applied to this pattern must be equivalent to that of a Management Services Technician, Range�B.) and

 

Education: Equivalent to graduation from college with a degree (or major emphasis) in business, finance, banking, economics, real estate, marketing, or insurance.

Mortgage Insurance Representative II

Either I

 

Experience: In California state service, one year of experience performing mortgage insurance, mortgage underwriting and/or default/delinquency prevention duties equivalent to that of a Mortgage Insurance Representative�I, Range�B.

Or II

 

Experience: Three years of professional experience in mortgage insurance underwriting or equivalent risk evaluation experience with an institutional lender or investor that assumes primary monetary risk for mortgage loans; marketing; mortgage insurance sales; lender performance auditing; or credit counseling. (Experience in the California state service applied to this pattern must be equivalent to that of a Mortgage Insurance Representative�I, Range�B.) and

 

Education: Equivalent to graduation from college with a degree (or major emphasis) in business, finance, banking, economics, real estate, marketing, or insurance.

Mortgage Insurance Specialist

Either I

 

Experience: In the California state service, one year of experience performing mortgage insurance, mortgage underwriting, mortgage marketing and/or default/delinquency prevention duties equivalent to that of a Mortgage Insurance Representative II.

Or II

 

Experience: Four years of progressively responsible analytical, technical or professional experience in mortgage insurance underwriting or equivalent risk evaluation experience with an institutional investor that assumes primary monetary risk for mortgage loans; marketing mortgage insurance sales; lender performance auditing; or credit counseling. Two of these years must have included specialization in low equity loans. (Experience in the California state service applied to this pattern must be equivalent to that of a Mortgage Insurance Representative II.) and

 

Education: Equivalent to graduation from a college with a degree (or major emphases) in business, finance, banking, economics, real estate, marketing, or insurance.

Mortgage Insurance Supervisor

Either I

 

Experience: In California state service, one year of experience performing mortgage insurance, mortgage underwriting and/or default/delinquency prevention duties equivalent to that of a Mortgage Insurance Representative�II.

Or II

 

Experience: Four years of progressively responsible analytical, technical or professional experience in mortgage insurance underwriting or equivalent risk evaluation experience with an institutional lender or investor that assumes primary monetary risk for mortgage loans; marketing; mortgage insurance sales; lender performance auditing; or credit counseling. One of these years must have been at the supervisory level. (Experience in the California state service applied to this pattern must be equivalent to that of a Mortgage Insurance Representative�II.) and

 

Education: Equivalent to graduation from college with a degree (or major emphasis) in business, finance, banking, economics, real estate, marketing,�or insurance.

Mortgage Insurance Officer

Either I

 

Experience: In the California state service, one year of experience performing mortgage insurance, mortgage underwriting and/or default/delinquency prevention duties equivalent to that of a Mortgage Insurance Specialist or Mortgage Insurance Supervisor.

Or II

 

Experience: Five years of progressively responsible analytical, technical or professional experience in mortgage insurance underwriting or equivalent risk evaluation experience with an institutional lender or investor that assumes primary monetary risk for mortgage loans; marketing; mortgage insurance sales; lender performance auditing; or credit counseling. (Experience in the California state service applied to this pattern must be equivalent to that of a Mortgage Insurance Specialist or Mortgage Insurance Supervisor.) and

 

Education: Equivalant to graduation from college with a degree (or major emphasis) in business, finance, banking, economics, real estate, marketing, or insurance.

Knowledge and Abilities

Mortgage Insurance Representative I

Knowledge of: Basic functions and organizations of the CHLIF; mortgage insurance industry; mathematics associated with real estate and credit evaluations; principles and practices of sales and marketing; mortgage insurance terminology; basic insurance underwriting methods (including credit evaluation, appraisal review and fraud detection); rules of evidence and investigation techniques; audit procedures; a basic understanding of computer use (mainframe and personal computers) and terminology; claims adjustment procedures; program evaluation methods; analytical methods and techniques used for problem identification, data gathering and decision making; and California laws and regulations relating to mortgage insurance and�their interpretation.

 

Ability to: Analyze problems and take effective courses of action; communicate effectively; perform various calculations; gain and maintain the confidence of those contacted during the course of business; read, interpret and apply rules, procedures and policies; interpret provisions of mortgage insurance policies and laws; determine the liability for claims; negotiate conditions of approval and settlements; and work independently.

Mortgage Insurance Representative II

Knowledge of: In addition to the above, methods and procedures for property and credit review audits; quality control sampling techniques; appraiser qualifications evaluations; and lender risk and rating evaluations.

 

Ability to: In addition to the above, draft reinsurance bid specifications; direct, train and review the work of lower level staff; handle sensitive client contacts; prepare complete, concise and clear insurance proposals and reports; and take independent action with minimal supervision.

Mortgage Insurance Specialist

Knowledge of: In addition to the above requirements for Mortgage Insurance Representative II, sources of low equity funding; lender negotiation techniques to mitigate losses but observing contractual obligations and customer relations; master policy industry practices for mitigating claims settlement; fraud detection techniques and borrower-agent-loan officer-underwriter negotiating techniques.

 

Ability to: In addition to the above requirements for Mortgage Insurance Representative II, obtain innovative sources of funding; negotiate favorable loan terms to decrease probability of loan default of low equity loans; detect fraud through examination of title reports, recorded neighborhood data and other sources; and understand the special needs of the low and moderate income borrowers and the first time home buyer.

Mortgage Insurance Supervisor

Knowledge of: In addition to the above, principles and practices of business administration and personnel management; the Department's Affirmative Action Program objectives; and a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: In addition to the above, plan, organize and direct the work of others; effectively contribute to the Department's affirmative action objectives.

Mortgage Insurance Officer

Knowledge of: In addition to the above, loan origination processes, market and secondary markets including knowledge of negotiating power between vendor and vendee; analysis of micro markets, real property repair and construction costs, and efficient property disposition.

 

Ability to: In addition to the above, develop, maintain and modify underwriting procedures and standards in light of current market conditions; develop, maintain and modify agent network for borrower contact, property valuation, claim loss projections analysis and property disposal.

Alternate Range Criteria 293

Mortgage Insurance Representative I

Range A. This range will apply to those individuals who do not meet the criteria for Range�B.

 

Range B. This range shall apply to persons who have either: (1)�satisfactorily completed twelve [12] months of experience performing duties equivalent to that of Mortgage Insurance Representative�I, Range�A; or (2)�a Master's Degree in Business, Finance, Banking, Economics, Real Estate, Marketing, or Insurance; or (3)�one additional year of experience obtained outside of State service performing analytical, technical or professional mortgage insurance-related duties. Typical examples of the settings of experience used in meeting the criteria are:� in other State housing finance agencies; in the Federal Housing Administration; in the Veterans Administration; or in a private mortgage insurance company.
