Scope

This series describes Plumber classifications utilized by the Department of Corrections and the Department of the Youth Authority. Positions in these classes conduct or supervise the installation, maintenance, inspection, and repair of standard plumbing equipment concerned with water, oil, gas, sewage, fire control, steam and refrigeration systems.

Plumber III (Correctional Facility)

Description of Series

Positions in this series may instruct, lead or supervise inmates, wards, residents or patients of the Department of Corrections or the Department of the Youth Authority; prevent escapes and injury by these persons to themselves or others or to property; maintain security of working areas and work materials; inspect premises and search inmates for contraband, such as weapons or illegal drugs. These classifications are subject to safety retirement.

 

There is a parallel classification series of Plumber, which is utilized by State agencies other than the Department of Corrections or the Department of the Youth Authority.

Entry Level

Entry into this series is typically from the class of Plumber I (Correctional Facility).

Factors Affecting Position Allocation

The number of inmates, wards, residents or patients; responsibility for cost estimation, material requisitioning and job layout; and enforcement of safety standards.

Definition of Levels

All Levels:

Incumbents in this series maintain order and supervise the conduct of persons committed to the Department of Corrections and the Department of the Youth Authority; prevent escape and injury by these persons to themselves or others or to property; maintain security of working areas and work materials; inspect premises and search inmates, wards, residents or patients for contraband, such as weapons or illegal drugs.

Plumber I (Correctional Facility)

This is the entry level and first journey level of this series. Incumbents install, maintain, inspect, and repair standard plumbing equipment concerned with water, gas, oil, sewage, fire control, steam and refrigeration systems; troubleshoot plumbing systems; install and repair pumps, maintain a plumbing shop, make rough sketches and estimate labor and materials for minor plumbing installation and repair; advise on selection, ordering and storage of plumbing supplies and equipment; consult with other tradespeople; keep simple records and make reports; and instruct and lead unskilled assistants.

Plumber II (Correctional Facility)

This is the full journey level. In addition to the duties of the Plumber I (Correctional Facility), this level may prepare lists of materials and supplies; estimate job costs; lay out a job; and lead the work of craftspeople or helpers.

Plumber III (Correctional Facility)

This is the lead worker level. Incumbents plan, lay out, lead and inspect the work of a crew of plumbers and other workers engaged in plumbing installation and repair work; advise in the selection of plumbing materials; requisition plumbing materials and supplies; see that work is carried out according to plans and specifications and is properly correlated with other trades; see that safety regulations are followed.

Minimum Qualifications

Plumber I (Correctional Facility)

Either I

 

Completion of a recognized apprenticeship in plumbing. (Apprentices who are within six months of completing their apprentice program may be admitted to the examination, but must present evidence of completion prior to appointment.)

Or II

 

Four years of varied general plumbing experience installing, maintaining, inspecting and repairing standard plumbing equipment. An Associate of Arts or Certificate of Arts Degree in Plumbing from an accredited community college or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310.2 may be substituted for two years of the required experience. (Students who are within six months of completing their degree will be admitted to the examination but they must present evidence of completion prior to appointment.)

Plumber II (Correctional Facility)

Either I

 

One year of varied experience as a journey level plumber; and completion of a recognized apprenticeship in plumbing.

Or II

 

Five years of varied experience installing, maintaining, inspecting and repairing standard plumbing equipment. An Associate of Arts or Certificate of Arts Degree in Plumbing from an accredited community college or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310.2 may be substituted for two years of the required experience. (Students who are within six months of completing their degree will be admitted to the examination but they must present evidence of completion prior to appointment.)

Plumber III (Correctional Facility)

Either I

 

Two years of varied experience as a journey level plumber; and completion of a recognized apprenticeship in plumbing.

Or II

 

Six years of varied plumbing experience installing, maintaining, inspecting and repairing standard plumbing equipment. An Associate of Arts or Certificate of Arts Degree in Plumbing from an accredited community college or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310.2 may be substituted for two years of the required experience. (Students who are within six months of completing their degree will be admitted to the examination but they must present evidence of completion prior to appointment.)

Knowledge, Skills and Abilities

All Levels:

Knowledge of: Principles, methods, materials, tools, and equipment used in plumbing; Safety Orders of the Division of Industrial Safety applicable to plumbing; and building codes.

 

Skill in: Performing plumbing work and in caring for tools, materials and equipment.

 

Ability to: Read and write English at a level required for successful job performance; read blueprints and work from and interpret plans and specifications; keep records and make simple reports; prepare rough sketches of minor plumbing installations; and make estimates of material and labor costs for minor plumbing jobs.

Plumber I (Correctional Facility)

Ability to: All of the above, and follow oral and written instructions; instruct and lead unskilled assistants.

Plumber II (Correctional Facility)

Ability to: All of the above, and instruct, direct, and coordinate the work of a small crew; follow oral and written instructions.

Plumber III (Correctional Facility)

Ability to: All of the above, and plan, lay out, direct and inspect the work of a crew of plumbers and helpers.

Special Physical Characteristics

All Levels:

Persons appointed to positions in this class must be reasonably expected to have and maintain sufficient strength, agility, and endurance to perform during stressful (physical, mental, and emotional) situations encountered on the job without compromising their health and well-being or that of their fellow employees or that of inmates.

 

Assignments during tour of duty may include sole responsibility for the supervision of inmates and/or the protection of personal and real property.
