Definition

Under general direction as a staff assistant in a Training and Development Assignment, to participate in the development, formulation, planning, imple- mentation and/or administration of policies, procedures, programs and pro- jects; have functional responsibility for coordination of planning, project evaluation and liaison activities; and to do other related work.

Distinguishing Characteristics

Positions in this class are filled only by the use of Training and Development Assignments.

Typical Tasks

Manages or assists in managing or administering programs in a variety of areas; performs staff work in such areas as personnel, employee relations, budgets, public information and legislative affairs; conducts short-range studies or projects, prepares comprehensive reports and sensitive corre- spondence, assists in the development of policy and issue statements and provides liaison with other State entities such as the Legislature, the judiciary and other segments of the executive branch of State Govern- ment, other governmental jurisdictions, and other public and private organizations.

Minimum Qualifications

Experience: Two years of agency program experience in a classification at a level equivalent to Staff Service Analyst, Range B (experience can be applied only to the agency program in which it was gained) and Education: Graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) and Ability to: Reason logically and creatively; develop and evaluate alterna- tives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work.
