Definition

Under direction, to apply standard techniques of statistical estimation and inference to problems of study design and analysis in the field of public health; to interpret the results of such analyses; and to do other related work.

Distinguishing Characteristics

Positions in the class Biostatistician II will be applying standard biostatistical and mathematical statistical techniques to public health data. Originality is required in the problem definition and planning processes, in the selection and minor modification of techniques and in the establishment of sequencing and procedure.

 

Positions in the class Biostatistician III will be performing work of a more complex nature involving the adaptation or modification of basic aspects of existing biostatistical techniques to specific research problems in public health. Available guidelines may contain inconsistencies or suggest several different approaches to the problem at hand. The incumbent must select and adapt techniques best suited to the immediate problem.

 

Positions in the class Biostatistician IV will be performing basic research in biostatistical theory, involving the extension of principles, determination of corollary principles, investigation into unknown or unproved principles and synthesis of biostatistical knowledge to develop new techniques for the solution of problems presenting novel or unprecedented aspects. In terms of complexity, problems are difficult to define, require unconventional approaches and available guides and precedents are limited in usefulness.

Typical Tasks

Determines statistical techniques appropriate to a given problem, and applies such methodology as analysis of variance, regression analysis, nonparametric methods, bioassay, and sampling theory; applies principles of experimental design to the planning of studies; prepares and assists in preparing analytical and interpretive reports.

Minimum Qualifications

Education: The degree of Master of Arts or Master of Science in Biostatistics or the equivalent, which shall have included at least twelve units of statistics at the graduate level for which calculus is a prerequisite. (Registration as a graduate student in a recognized institution will admit applicants to the examination, but they must produce evidence of having received the degree or its equivalent before they can be considered eligible for appointment.)

Knowledge and Abilities

Knowledge of: Theoretical bases for the usual procedures of estimation and hypothesis testing, including analysis of variance and covariance; fitting of regression curves, and bioassay; principles of experimental design; nonparametric procedures based on ranking and chi-square methods; probability theory; normalizing transformations; terminology and concepts of public health; tabulating and calculating equipment; capabilities and limitations of large scale data processing equipment.

 

Ability to: Decide on the appropriate technique for a given problem; apply techniques contained in standard reference works; establish and maintain cooperative and tactful working relationships with other professional personnel.
