Definition

Under general direction of a Deputy Chief Surplus Property Officer in the Department of Education, to contact military installations and other sources for the purpose of locating surplus property suitable for educational, public health, or civil defense purposes; to assist the Deputy Chief Surplus Property Officer in the management of the surplus property and the food commodity distribution programs; to advise and assist eligible institutions and agencies in the procurement and use of surplus property and food commodities; and to do other related work.

Typical Tasks

Regularly visits assigned installations or agencies to locate surplus property and to arrange for the procurement of supplies, equipment, and food for educational, public health, or civil defense purposes; prepares and issues set a side orders to hold donable property pending processing or appropriate documents for physical removal of property to the division warehouse of the agency; prepares recommended allocations for action by the Deputy Chief Surplus Property Officer; meets with school authorities, public health and hospital officials, or State and local civil defense officials and advises them on the avail ability of items and on the procedures to be used in acquiring surplus property and food commodities; maintains friendly relations with representatives of various Federal Government agencies dealing in surplus commodities and foods, and keeps abreast of current laws, regulations, and procedures under which food commodities and surplus property are procured and distributed; visits eligible receiving agencies regarding compliance with State and Federal rules and regulations concerning the use of donated surplus property and food commodities; assists the Deputy in management of the office and warehouse; keeps records, dictates correspondence, and prepares reports.

Minimum Qualifications

Either I

Two Years Performing the Duties of A Field Representative,Surplus Property Agency, in the State Department of Education. Or II Experience: Three years of responsible experience in a position involving broad knowledge of the supplies and equipment requirements of educational or public health institutions or civil defense organizations. and

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for two years of the required education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: Needs of educational and public health institutions and civil defense organizations for supplies. equipment and food and appraising these needs as they relate to available surplus properties and commodities; various Federal agencies engaged in the disposal of surplus property and laws, rules, and regulations governing the disposal and distribution of surplus supplies, equipment, and food; methods of warehousing, inventory, repackaging, and shipment of supplies, equipment, and food and proper care and preservation of food supplies.

 

Ability to: Appraise needs of educational and public health institutions and civil defense organizations for supplies, equipment and food as they relate to available surplus properties and commodities; analyze situations accurately and adopt an effective course of action; maintains friendly and cooperative relations with persons contacted in the course of the work.
