California State Personnel Board Specification

Series established November 17, 1977

Scope

This series specification describes classes (three salary ranges) in which employees under general direction independently plan, organize, and conduct complicated studies requiring knowledge and abilities beyond the journeyperson level which affect programs within the State Energy Resources Conservation and Development Commission. Incumbents in this series are subject-matter experts who have demonstrated expertise in the assessment of health and safety implications of energy resource development and utilization. Incumbents in these classes provide expert consultative services on the feasibility, impact, or potential of a variety of operations, projects or proposals. They advise Commissioners, management, staff, legislative bodies, governmental entities, commissions, and agencies on findings related to the public health and safety aspects of electric generation resource plans and facility proposals. Positions in this class analyze and provide recommendations and direction regarding the public health and safety implications of statewide energy resource planning programs; develop, recommend, and direct research programs dealing with all facets of public health and safety, make presentations, and prepare and give expert testimony; and aid in the development of long term plans for the protection of public health and safety and its interface with other energy resources.

Factors Affecting Position Allocation

Degree to which consultation by the Specialist is sought after and accepted by the Commission, decision-making responsibilities, demonstrable effect of same on major Commission programs, impact of results on field.

Definition of Levels

Health and Safety Program Specialist I

The positions are characterized by assignments which require a high degree of skill and are of a type not assigned to the Health and Safety Specialist I level on a regular basis.

Health and Safety Program Specialist II

The positions are identified by top Commission management as requiring the service of the most highly skilled practitioners who serve as prime resource persons and innovators in the subject matter.

Health and Safety Program Specialist III

A position is identified by top Commission management to be occupied by an individual who is widely recognized as having distinguished herself/himself in health and safety assessment and who will serve as the Commission's top advisor in that field.

Minimum Qualifications

All Levels:

The following education is required when non-California state service experience is used to qualify at any level:

 

Equivalent to graduation from college. (Additional experience may be substituted for the required education on a year-for-year basis.)

Health and Safety Program Specialist I

Either I

 

One year of experience in the California state service performing health and safety duties in a class with a salary level equivalent to that of Health and Safety Specialist I.

Or II

 

Four years of progressively responsible technical energy experience in the public health and safety assessment field, including three years of experience above the trainee level in an energy resources or research program, environmental protection or research program, applied research in the biological sciences, or energy or environmental engineering. A Graduate Degree in biological sciences, civil or environmental engineering, environmental economics, public health or environmental planning, or other related fields may be substituted for one year of the required experience. Individuals with two different recognized graduate degrees (each of which constitutes a full degree program in the same areas) may substitute this achievement for two years of experience.

 

(Experience in the California state service applied toward this requirement must include one year of energy experience in a class at a salary level at least equivalent to Health and Safety Specialist I.)

Health and Safety Program Specialist II

Either I

 

One year of experience in the California state service performing public health and safety assessment duties in a class with a salary level equivalent to that of Health and Safety Program Specialist I; or

 

Two years of experience in the California state service performing pertinent energy-related duties in a class at a salary level equivalent to Health and Safety Specialist I.

Or II

 

Five years of progressively responsible technical energy experience in the public health and safety assessment field, including four years of experience above the trainee level in an energy resources or research program, environmental protection or research program, applied research in the biological sciences, or energy or environmental engineering. Health and Safety Program Specialist III

Either I

 

One year of experience in the California state service performing public health and safety assessment duties in a class with a salary level equivalent to that of Health and Safety Program Specialist II; or

 

Two years of experience in the California state service performing pertinent energy-related duties in a class with a salary level equivalent to that of Health and Safety Program Specialist I.

Or II

 

Six years of progressively responsible technical energy experience in the public health and safety assessment field, including five years of experience above the trainee level in an energy resources or research program, environmental protection or research program, applied research in the biological sciences or energy or environmental engineering. A Graduate Degree in biological sciences, civil or environmental engineering, environmental economics, public health or environmental planning, or other related fields may be substituted for one year of the required experience. Individuals with two different recognized graduate degrees (each of which constitutes a full degree program in the same areas) may substitute this achievement for two years of experience.

 

(Experience in the California state service applied toward this pattern must include one year of experience in a class at a salary level at least equivalent to Health and Safety Program Specialist II.)

Knowledge and Abilities

All Levels:

Knowledge of: California Public Resources Code pertaining to energy-related health and safety areas; principles of physical sciences, biology, and engineering involved in health and safety assessment of electric energy production, transmission, utilization and conservation; characteristics of electrical generation and other energy facilities with potential public health impacts including all aspects of fuel cycles, fuels storage, production of gaseous, liquid and solid effluents and residuals from power plants, spent fuel handling, storage and disposal, and electricity transmission; energy policy analysis and formulation; Federal, State, local governmental and private agencies involved in energy and health and safety research and regulation; general provisions of social and economic implications of electrical energy demand forecasting and facility construction; energy generation regulatory options and procedures, recent research and development projects in the fields of electrical, nuclear, geothermal, solar and other energy sources; principles and procedures of environmental impact assessment, energy supply and demand forecasting, safety standards review and assessment, and energy utilization and conservation program standards design and monitoring.

 

Ability to: Reason logically and creatively and utilize a variety of analytical and research techniques to resolve complex energy-related health and safety problems; develop and evaluate alternatives, analyze energy data and present ideas and information effectively both orally and in writing; consult with and advise Office Managers, Division Administrators and Commissioners or other interested members of the State energy community on a wide variety of energy-related subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work; coordinate the work of others; act as a team or conference leader; analyze situations accurately and take effective action.

 

In addition to all of the above Knowledge and Abilities, special knowledge and abilities of the nature described or reference under the Definition of Levels and Scope are required.
