Scope

This series specification describes the five levels of professional education classes used in the Chancellor's Office of the Board of Governors of the California Community Colleges. These are career classes used for positions responsible for developing, administering, coordinating and evaluating the ongoing statewide Community College programs.

Definition

Persons in these classes provide leadership for the California Community Colleges by developing, administering, coordinating, and evaluating policies, programs, standards, and procedures in one or more field of specialization, such as Community College administration, academic and vocational education, student services, fiscal services, facilities planning, equal employment opportunity and affirmative action programs, library services, etc.; promote and coordinate statewide Community College planning and programs; provide consultation and advice to Community College officials; interpret State and Federal laws and policies relating to the Community Colleges and to the policies and regulations of the Board of Governors of the California Community Colleges; review and evaluate Community College programs for conformance to policies and laws; assist in coordinating programs among Community Colleges, and between the Community Colleges and other segments of higher education, secondary schools and voluntary coordinating groups; direct and participate in studies and research projects; evaluate studies developed by other agencies affecting programs in the Community Colleges; administer and attend conferences and workshops; assist cooperating educational institutions in programs to train teachers and Community College administrative personnel; prepare and publish articles and reports; represent the Board of Governors and the Chancellor of the California Community Colleges as assigned; develop and hold workshops and conferences and perform other related duties.

Factors Affecting Position Allocation

The scope of responsibility assigned; the complexity of work; the independence and consequence of action; the level and scope of responsibility for program and policy development and implementation; the impact of decisions on statewide programs; the extent of involvement in the legislative and budgetary process; and the degree of supervisory responsibility.

Definition of Levels

Community College Program Assistant I

This is the entry and first working level in this series. It is utilized as a permanent level for the lesser skilled function and as a training level for the higher professional levels in the series. The Assistant I works under the guidance of a higher staff member in the performance of analytical and research duties in planning, developing, administering, and evaluating Community College Programs.

Community College Program Assistant II

This is the fully qualified working professional level in the series. Incumbents either (1) carry out administrative assignments, consultation and assistance in complex and sensitive programs with the guidance of a higher level staff member; or (2) independently perform the duties of a less complex and sensitive program. Incumbents may act as leadperson over lower level Assistants and/or analytical support staff in the performance of a program of average complexity and sensitivity.

Specialist, California Community Colleges

This is the second fully qualified working professional level in this series. Incumbents perform complex analytical and research duties in planning, developing, administering, and evaluating a wide variety of academic, employment, fiscal, facilities, library services, student services, or vocational Community College programs, projects, and standards in an assigned specialty area. They provide consultative services to Community College officials, and promote and evaluate proposals from Community Colleges eligible for Federal or State financial assistance. Typically, they report to an individual at the Administrator or Director level in this series.

Administrator, California Community Colleges

This is the first supervisory level and functions as either a program chief or senior staff person on a major project in a nonsupervisory capacity. As a supervisor, incumbents plan and direct the development, administration and evaluation of an ongoing statewide Community College specialty area such as academic programs, equal employment opportunity and Affirmative Action Programs, library services, student services facilities and financial planning and administration, or information services, or vocational education program development or program operation. Incumbents typically supervise three or more subordinate professional staff engaged in research and consultative activities and report directly to either an Assistant Chancellor or the Chancellor. Nonsupervisory positions in this class perform high level administrative, coordinative, and consultative duties on the most complex assignments which are characterized in their impact by being systemwide, intersegmental, interunit, interdisciplinary, controversial, and legislatively sensitive in nature and report to either an Assistant Chancellor or the Chancellor.

Director, Vocational Education, California Community Colleges

This is the second supervisory level with responsibility for supervising one or more administrators and numerous specialists. Under general administrative direction assume primary responsibility for promoting, planning, organizing, directing and evaluating the vocational education program in California Community Colleges. Responsibilities include program and policy development, implementation, and management. This class is responsible for coordinating vocational education program activities with other educational segments, and maintaining liaison with educational, governmental, and private officials and organizations. The position reports to the Assistant Chancellor level, and represents the Chancellor in the vocational education program area.

All Levels:

Education Requirement:

 

Either: Possession of an earned bachelor's degree granted by an accredited institution of higher education or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310.2. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) or

 

Possession of a Community College Supervisor Credential.

Community College Program Assistant I

Either I

 

One year of experience in California state service performing analytical duties in a Community College program at a level equivalent to or higher than Staff Services Analyst, Range C.

Or II

 

One year of administrative, supervisory, coordinative, or equivalent experience at an accredited institution of higher education, preferably at a community college.

Community College Program Assistant II

Either I

 

One year of experience in California state service performing professional education duties in a Community College program at a level equivalent to or higher than Community College Program Assistant I.

Or II

 

Two years of administrative, supervisory, coordinative, or equivalent level experience at a accredited institution of higher education, preferably at a community college.

 

SPECIALIST IN ..., CALIFORNIA COMMUNITY COLLEGES (15 classes)

Either I

 

One year of experience in the California State service performing professional education duties in a community college program at a level equivalent to Community College Program Assistant II.

Or II

 

1. Academic Programs, Employment Programs, Library Programs, and Fiscal Affairs

 

Three years of administrative, supervisory, coordinative, or equivalent level experience in the appropriate field or specialization as indicated at the end of this specification; or

 

2. Vocational Education

 

Three years of teaching experience, two years of which shall have been in teaching the appropriate vocational subjects as indicated at the end of this specification, including or supplemented by one year of experience in an administrative, supervisory, coordinative, or equivalent level capacity in the field of education. This experience must be supplemented by two years of working experience as wage earner in the appropriate vocational field. and

 

The experience applied to the Specialist classes must include or be supplemented by one year of experience in higher education, preferably in a community college. and

 

Education: Possession of an earned doctorate degree granted by an accredited institution of higher education or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310.2 may be substituted for two years of the administrative supervisory, coordinating or teaching experience under Pattern II. Possession of an earned master's degree may be substituted for one year of the administrative, supervisory, coordinating or teaching experience under Pattern II.

Administrator For. . ., California Community Colleges (5 Classes)

Either I

 

One year of experience in the California state service performing higher education administration duties comparable to those performed by a Specialist in the California Community Colleges.

Or II

 

Experience: Four years of administrative, supervisory, coordinative, or equivalent level experience in the appropriate field or specialization as indicated at the end of this specification, including or supplemented by two of experience in higher education, preferably in a community college. and

 

Education: Possession of an earned doctorate degree granted by an accredited institution of higher education or equivalent degree approved by the California superintendent or Public Instruction under the provisions of California Education Code Section 94310.2 may be substituted for two years of the managerial, administrative, supervisory, coordinating or teaching experience under Pattern II. Possession of an earned master's degree may be substituted for one year of the managerial, administrative, supervisory, coordinating or teaching experience under Pattern II.

Director, Vocational Education, California Community Colleges

Either I

 

One year of experience in the California state service performing vocational education duties in a class with a level of responsibility equivalent to that of Administrator for Vocational Education, California Community Colleges, or two years of experience performing vocational education duties in a class with a level of responsibility equivalent to that of a Specialist, California Community Colleges.

Or II

 

Experience: Five years of increasingly responsible administrative, supervisory or high level coordinative experience in vocational education including or supplemented by three years of experience in higher education, preferably in a community college. (Experience in the California state service applied to this requirement must include at least two years performing duties comparable to those of a Specialist in the California Community Colleges.) (Possession of an earned doctorate degree granted by an accredited institution of higher education or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310.2 may be substituted for two years of the administrative, supervisory, coordinative or teaching experience under Pattern II. Possession of an earned master's degree may be substituted for one year of the administrative, supervisory, coordinative or teaching experience under Pattern II.)

Knowledge and Abilities

All Levels:

Knowledge of: Principles, practices and trends in Community College education with particular reference to the appropriate area of specialization; principles of Community College administration; Federal and State laws and the policies and regulations of the Board of Governors of the California Community Colleges as they relate to the appropriate area of specializations; research and statistical methods; and human relations.

 

Ability to: Assume innovative leadership in the formulation and direction of a statewide community college program in the appropriate area of specialization; do research and conduct studies; present ideas clearly and concisely in oral and written form; work cooperatively and communicate effectively with all individuals and groups contacted in the course of work; represent the Board of Governors and the Chancellor as assigned; prepare clear and concise reports and publications; analyze situations accurately and take effective action.

Administrator For. . ., California Community Colleges

Knowledge of: All of the above, and the administration, organization, functions and programs of higher education in California, particularly the California Community College system; the functions of the Board of Governors and the Chancellor's Office of the California Community Colleges; and public administration, budgeting and personnel management principles and practices; the State and departmental Affirmative Action Program.

 

Ability to: All of the above, and direct a statewide community college program; supervise a subordinate staff; and establish and maintain effective working relations with top administrative personnel in the community colleges, other educational agencies, and other jurisdictions and organizations; effectively carry out the State and departmental Affirmative Action Program.

Director, Vocational Education, California Community Colleges

Knowledge of: All of the above, and the philosophy, principles, practices, and trends of vocational education.

 

Ability to: All of the above, and assume innovative and dynamic leadership in promoting and directing the statewide program of vocational education; advise the Chancellor, California Community Colleges, and other important officials on significant policy and program matters.

Each class requires experience in the area below of the type and duration described previously under Pattern II of the "Minimum Qualifications" for the class level.

 

Class Field of Specialization

A. Specialist Level, California Community Colleges (15 Classes)

Academic Education and Fiscal Affairs

 

1. Specialist in Academic Planning and Development, California Community Colleges Academic instructional programs, preferably including or supplemented by research, curriculum development, program evaluation, policy analysis or bilingual crossculture.

 

2. Specialist in Employment and Certification, California Community Colleges Equal employment opportunity and Affirmative Action Programs for minorities, women, and disabled; district personnel practices; staff qualifications, and teacher credentialing.

 

3. Specialist in Facilities Planning and Utilization, California Community Colleges Education facilities planning and utilization.

 

4. Specialist in Fiscal Planning and Administration, California Community Colleges Business management activities including budget preparation or analysis, or the conduct of studies of fiscal or business affairs or of school district organizations.

 

5. Specialist in Information Systems and Analysis, California Community Colleges Educational planning, evaluation and research activities with special emphasis on the utilization of computers to assist in data collection and analysis.

 

6. Specialist in Library Planning and Development, California Community Colleges Library services and functions, preferably including program development and evaluation, policy analysis, and data collection and analysis.

 

7. Specialist in Student Services Planning and Development, California Community Colleges

 

Educational and community relations programs for the economically and educationally disadvantaged; counseling, student services; student affirmative action; handicap programs; and financial aid.

 

Vocational Education

 

8. Specialist in Agricultural Education, California Community Colleges Agricultural education.

 

9. Specialist in Business Education, California Community Colleges Business or distributive education.

 

10. Specialist in Criminal Justice Education, California Community Colleges Criminal justice education.

 

11. Specialist in General Vocational Education, California Community Colleges Broad vocational instructional programs, preferably including or supplemented by curriculum development.

 

12. Specialist in Health Occupations, California Community Colleges Health occupation education.

 

13. Specialist in Homemaking Education, California Community Colleges Homemaking education.

 

14. Specialist in Industrial Education, California Community Colleges Trade or technical education.

 

15. Specialist in Public Service Occupations, California Community Colleges Public service occupations education.

B. Administrator Level, California Community Colleges (5 Classes)

1. Administrator for Academic Planning and Development, California Community Colleges Academic instructional programs, preferably including or supplemented by research, curriculum development, program evaluation, policy analysis or bilingual/crosscultural.

 

2. Administrator for Facilities Planning and Utilization, California Community Colleges Education facilities planning and utilization.

 

3. Administrator for Fiscal Planning and Administration, California Community Colleges Business management activities including budget preparation of analysis or the conduct of studies of fiscal or business affairs or of school district organization, capital outlay, facilities planning, and utilization.
