This series specification describes two classes which perform technical tasks as a major portion of their duties in the Fair Political Practices Commission.

Definition of Series

Technical Assistant, Fair Political Practices Commission, perform such duties as: provides research and technical assistance to professional staff members; provides technical advice related to the Political Reform Act of 1974 to the general public, i.e., city clerks, county clerks, officeholders and other public officials; coordinates information materials for mass dissemination.

Factors Affecting Position Allocation

Breadth of knowledge of the Political Reform Act; extent of public contact; level of difficulty, variety, and complexity of assigned duties; independence of action and decision; degree of supervision received; degree and level of administrative responsibilities exercised; and extent of consequence of error.

Definition of Levels

Technical Assistant I, Fair Political Practices Commission

Under supervision, incumbents perform tasks associated with interpretation and implementation of the Political Reform Act; provides technical assistance and advice to those individuals affected by the Act; may assist in the development of educational and technical materials for dissemination; prepares reports and correspondence.

Technical Assistant II, Fair Political Practices Commission

Under general supervision, incumbents perform as the expert specialist on the technical subject matter primary to the mission of a line Fair Political Practices Commission division, the most difficult and complex tasks of the type described above; assist in making analyses and studies concerning various aspects of departmental operations; assist with special education and research projects; may assist in instructional programs and seminars, the design and preparation of filing forms and manuals; provide technical guidance and direction to other technical and clerical employees; consult with and advise superiors on operational matters; may supervise other staff.

Minimum Qualifications

Technical Assistant I, Fair Political Practices Commission

Either I

 

One year of experience in the California state service at a level of responsibility equivalent to that obtained in the class of Office Assistant II, which provided familiarity with the interpretation/application of laws, rules and regulations.

Or II

 

Two years of experience in typing and clerical work which provided familiarity with the interpretation/application of laws, rules and regulations. [Academic education above the twelfth grade may be substituted for one year of the required general experience on the basis of either (a) one year of general education being equivalent to three months of experience; or (b) one year of education of a business or commercial nature being equivalent to six months of experience.] (Applicants who are enrolled in the last semester or its equivalent of course work, which upon completion will fulfill these requirements, will be admitted to the examination but they must submit evidence of completion before they can be considered for appointment.)

Technical Assistant II, Fair Political Practices Commission

Either I

 

One year of experience in the California state service performing the duties of a Technical Assistant I, Fair Political Practices Commission.

Or II

 

One year of experience performing the duties of a class with a level of responsibility equivalent to that obtained in the class of Office Services Supervisor I, which provides familiarity with the interpretation and application of laws, rules, and regulations.

Or III

 

Three years of experience in typing and clerical work which provided familiarity with the interpretation/application of laws, rules and regulations. [Academic education above the twelfth grade may be substituted for one year of the required general experience on the basis of either (a) one year of general education being equivalent to three months of experience; or (b) one year of education of a business or commercial nature being equivalent to six months of experience.] (Applicants who are enrolled in the last semester or its equivalent of course work, which upon completion will fulfill these requirements, will be admitted to the examination but they must submit evidence of completion before they can be considered for appointment.)

Knowledge and Abilities

Technical Assistant I, Fair Political Practices Commission

Knowledge of: California state service and local government structure; rules, regulations, organizations and procedures of the Political Reform Act; principles and techniques of preparing, producing and disseminating technical information.

 

Ability to: Establish and maintain cooperative working relationships with the staff and general public; interpret written material; write effectively on agency programs and activities; communicate clearly and concisely both orally and in written reports and correspondence.

Technical Assistant II, Fair Political Practices Commission

Knowledge of: All of the above.

 

Ability to: All of the above, and accept increasing responsibility for accuracy and thoroughness in performance of tasks; coordinate and supervise the work of others.
