Definition

This specification describes the Scopist class used solely by the Public Utilities Commission. Under general supervision of the Chief Hearing Reporter, Public Utilities Commission, scopes hearing reporters' computer-assisted transcription (CAT) of verbatim accounts of hearings, meetings, workshops and conferences of the Public Utilities Commission, frequently working to meet fixed deadlines. Any clerical work performed is incidental in nature including, but not limited to, typing the reporters' statement; preparing the transcript cover page, index, and appendix; and reproducing, distributing, and filing the transcript.

Typical Tasks

Scopists in the Public Utilities Commission scope CAT of verbatim accounts of highly specialized hearings involving a large proportion of engineering, legal, tax, accounting, economic, and insurance language; and may also scope verbatim accounts of some meetings, workshops and conferences.

Minimum Qualifications

Either I

 

Two years of experience scoping behind a court reporter.

Or II

 

Possess a certificate of proficiency for note reading and scoping from a recognized note reader/scopist program plus one year of experience scoping.

Knowledge and Abilities

Knowledge of: CAT equipment; grammar and spelling, including proper word division and hyphenation; a wide variety of engineering, legal, tax, accounting, economic, and insurance language; customary hearing procedures; and modern office methods and procedures.

 

Ability to: Scope at a rate consistent with completion of a daily transcript; read and write English at a level required for successful job performance; read machine shorthand notes; scope verbatim accounts of hearings, conferences, workshops, and other meetings with skill, speed, and accuracy; adapt to changing situations and maintain a calm and even disposition under pressure; and follow directions.

Additional Desirable Qualification

Education equivalent to completion of the twelfth grade.
