DEPARTMENT  DESCRIPTION:   

The California Department of Human Resources (CalHR) is responsible for all issues related to employee salaries and benefits, job classifications, civil rights, training, exams, recruitment and retention. For most employees, many of these matters are determined through the collective bargaining process managed by CalHR.

PROGRAM DESCRIPTION:

The Online Consultation Team resolves issues, provides examination consultation and technical assistance; policy guidance; interpretation of CalHR selection laws, rules and regulations; and training regarding the CalHR On-line systems (Legacy and ECOS) as well as provides examination information and responds to questions received from employees, candidates and the general public.

DUTIES:

Under general direction of the Staff Services Manager II; responsible for leading a team in providing consultation and training services to the public and State of California’s departmental Human Resources Programs regarding processing various tasks within the Selection field– Primarily in Examination, Recruitment and Certification topics. 
 
The team is responsible for conducting research and studies to identify and address operational needs and avoid future potential problems.  Therefore, the incumbent must work cooperatively with other teams within the Division to provide premier services to HR Programs throughout State Departments.
 
The incumbent must work closely with the ECOS Project Team to implement the various phases as seamlessly as possible and support End Users through the transition. The incumbent will work well under pressure in a self-directed and self-motivated environment.  The incumbent will provide leadership and development to subordinate staff.

DESIRABLE QUALIFICATIONS:

  • Applying principles and practices of public personnel management
  • Trends in selection technology
  • Knowledge of the State Civil Service Selection Process – including Exams and Certs
  • Experience providing effective customer service as well as building and maintaining trusted relationships of staff, management, the public, and various stakeholders
  • Ability to lead, coach and mentor staff and delegate responsibilities
  • Ability to analyze and solve difficult technical problems
  • Ability to analyze data and present ideas and information effectively to management
  • Excellent organizational and project management skills
  • Ability to communicate (verbal/written) clearly, concisely and accurately
  • Experience with providing technical guidance related to examinations and various selections strategies including interpretation of laws, rules and regulations within the selection field
  • Assume and demonstrate independent responsibility for decisions and actions having statewide impact on various aspects of personnel management
  • Knowledge of the on-line examination (Legacy) and certification system (ECOS)
  • Proven ability to be patience, professional, flexible, tactful, reliable, and dependable
