This toolkit contains information and resources to assist Human Resources Offices in completing open enrollment forms and distributing benefit information to employees.

For Department Personnel Office Use Only

Premium Assistance under Medicaid and the Children's Health Insurance Program (CHIP)

State departments and agencies are required to issue the Premium Assistance under Medicaid and Children's Health Insurance Program (CHIP) Notice to employees during Open Enrollment. Departments may distribute the notice to employees by interoffice mail, first-class mail, or electronically. For electronic distribution, employees must use a computer as part of their daily, normal job function, or have consented to electronic delivery in a manner that demonstrates they can effectively receive the Notice via electronic delivery.

​Last day for employees to submit open enrollment forms to department personnel offices or enroll online if applicable. Enrollment forms sent by mail must be postmarked by October 16, 2020.

​October 16, 2020

​Last day for SCO to receive all open enrollment forms from department personnel offices which may be submitted at Openenrollment@sco.ca.gov. Department personnel offices may reference SCO’s Civil Service Benefits Open Enrollment Checklists for instructions in how to fill out forms.

​November 2, 2020

​Group Legal Services Insurance Plan - last day for ARAG Insurance to receive open enrollment forms from department personnel offices of direct pay agencies: California Exposition & State Fairs, California Fairs Services Authority, and Legislative Analyst's Office, and from personnel offices of employees designated PI, LT, and TAU (in order for the deduction to be taken from the December pay warrant with an effective date of January 1, 2021).

​November 2, 2020

​Last day for SCO to receive open enrollment forms previously returned to department personnel offices for correction (in order to be reflected on the January 1, 2021 pay warrant). These corrected forms may be submitted at Openenrollment@sco.ca.gov.  Department personnel offices may reference SCO’s Civil Service Benefits Open Enrollment Checklists for instructions in how to fill out forms.

​November 25, 2020

​Last day for SCO to receive reimbursement account and cash option open enrollment forms reflecting cancellation or changes (forms employees submit to their department personnel office by December 31, 2020, will have an effective retroactive date of January 1, 2021). These forms may be submitted at Openenrollment@sco.ca.gov. Department personnel offices may reference SCO’s Civil Service Benefits Open Enrollment Checklists for instructions in how to fill out forms.

​Benefits Calculator

The Benefits Calculator on CalHR's website allows employees to compare premiums for health, dental, and vision. Employees can select a year, bargaining unit, and number of dependents which allows them to compare benefit costs, as well as populate a dental plan form. The employer contributions are determined using the weighted average of a single-party premium of the top four health plans that had the largest active state civil service enrollment during the previous benefit year, which has resulted in the 2021 employer contributions being decreased for all state active employees.
