Scope
This series specification describes classes used for positions assigned administrative responsibilities within the Franchise Tax Board. This constitutes the core series in the Department, and all positions at these levels will be allocated to this series unless the position requires a specific occupational background not provided by using this series.
Franchise Tax Board Administrators perform a wide variety of supervisory and managerial work necessary to effectively administer Franchise Tax Board's programs. Incumbents typically plan, organize, and direct the work of employees performing tax program-related activities, or assist a higher-level administrator in planning and directing a major program activity. On occasion, incumbents may be assigned responsibility for directing special departmental studies involving new or expanded program areas which require a high level of managerial and administrative skills.
Positions in these classes are designated as supervisory or managerial. Positions are either: (1) managerial, having significant responsibility for formulating or administering agency policies and programs; or (2) supervisory, performing duties which are substantially different from those of subordinates, and having authority in the interest of management to: hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline other employees; or responsibly direct their work, adjust their grievances, or effectively recommend such actions. Lead positions are not appropriate for allocation to this series.

Factors Affecting Position Allocation
Scope and critical nature of programs and operations administered; impact of decisions on statewide programs; independence and action and level of decision-making authority; degree and level of administrative and supervisory responsibility; area of geographic concern; size of staff; and impact of the position on departmental programs, policies, and operations. While size of staff normally reflects activity, scope of program, and the extent of management responsibility, such size is not an absolute criterion.
Definition of Levels
Administrator I, Franchise Tax Board
This is the first level in the Administrator series. Incumbents in this class supervise either: (1) a professional activity of average complexity; or (2) a large program support function of average complexity; or (3) a small field office.
Administrator II, Franchise Tax Board
Incumbents in this class manage either: (1) a large or complex professional activity; or (2) the more complex program support functions; or (3) a more complex staff function which directly impacts departmental programs; or (4) a medium field office.
Administrator III, Franchise Tax Board
Incumbents in this class direct, through subordinate supervisors, either: (1) a major departmental program; or (2) one of the most complex and critical program support functions; or (3) a critical staff function which directly impacts departmental programs; or (4) a large or complex field office.
Administrator IV, Franchise Tax Board
Incumbents in this class have full management responsibility in directing, through subordinate supervisors, either: (1) a highly complex and sensitive departmental program; or (2) a major program support function where the work is critical and sensitive in nature; or (3) one of the largest or most complex field offices.
Minimum Qualifications
All Levels:
Education Requirements: Applicants competing under the non-State service experience patterns for any of the Administrator classes must have the equivalent to graduation from college.
Administrator I, Franchise Tax Board
Either I
Experience: One year of experience in the California state service performing professional, technical, or supervisor duties which provides a broad knowledge of the programs and policies of the Franchise Tax Board, in a class with a level of responsibility equivalent to a Senior Compliance Representative.
Or II
Experience: Two years of experience in the California state service performing supervisory duties which provide a broad knowledge of the programs and policies of the Franchise Tax Board, in a class with a level of responsibility equivalent to an Office Services Manager I.
Or III
Experience: Four years of increasingly responsible professional tax accounting, auditing, or administrative program experience. (Experience in the California state service applied to this pattern must include at least one year in a class with a level of responsibility equivalent to a Senior Compliance Representative.)
Administrator II, Franchise Tax Board
Either I
Experience: One year of experience in the California state service performing professional or supervisory duties which provides a broad knowledge of the programs and policies of the Franchise Tax Board, in a class with a level of responsibility equivalent to an Administrator I, Franchise Tax Board.
Or II
Experience: Four years of increasingly responsible professional tax accounting, auditing, or administrative program experience including at least one year in a supervisory capacity. (Experience in the California state service applied to this pattern must include at least one year in a class with a level of responsibility equivalent to an Administrator I, Franchise Tax Board.)
Administrator III, Franchise Tax Board
Either I
Experience: One year of experience in the California state service performing professional or managerial duties which provides a broad knowledge of the programs and policies of the Franchise Tax Board, in a class with a level of responsibility equivalent to an Administrator II, Franchise Tax Board.
Or II
Experience: Two years of experience in the California state service performing technical or managerial duties which provide a broad knowledge of the programs and policies of the Franchise Tax Board, in a class with a level of responsibility equivalent to an Administrator I, Franchise Tax Board.
Or III
Experience: Five years of increasingly responsible professional tax accounting, auditing, or administrative program experience including at least two years in a supervisory capacity. (Experience in the California state service applied to this pattern must include at least one year in a class with a level of responsibility equivalent to an Administrator II, Franchise Tax Board.)
Administrator IV, Franchise Tax Board
Either I
Experience: One year of experience in the California state service performing professional or managerial duties which provides a broad knowledge of the programs and policies of the Franchise Tax Board, in a class with a level of responsibility equivalent to an Administrator III, Franchise Tax Board.
Or II
Experience: Two years of experience in the California state service performing professional or managerial duties which provide a broad knowledge of the programs and policies of the Franchise Tax Board, in a class with a level of responsibility equivalent to an Administrator II, Franchise Tax Board.
Or III
Experience: Six years of increasingly responsible professional tax accounting, auditing, or administrative program experience including at least three years in a supervisory capacity. (Experience in the California state service applied to this pattern must include at least one year in a class with a level of responsibility equivalent to an Administrator III, Franchise Tax Board.)
Knowledge and Abilities
All Levels:
Knowledge of: Applicable rules, regulations, procedures, organization, operations, and interrelationships of the Franchise Tax Board; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development, evaluation, and management; methods of administrative problem solving; principles and practices of policy formulation and development; information technology trends; personnel management; the Department's Equal Employment Opportunity (EEO) Program objectives and a manager's role in the EEO Program; the processes available to meet EEO objectives; maintaining a work environment which is free of discrimination and harassment; principles and practices of the Ralph C. Dills Act.

Special Requirements
All Levels:
Must be able to qualify for a fidelity bond and be willing to travel and work away from the office.
