Personal Leave Program 2012

 

Why PLP 2012?

The Personal Leave Program for 2012 (PLP 2012) was negotiated and agreed upon by the State and select unions to assist in achieving 2012-2013 Budget Savings.

 

Who is included in PLP 2012?

Rank and File employees in the following bargaining units are included in the Personal Leave Program: 1, 2, 3, 4, 5, 6, 7, 8, 10, 11, 12, 14, 15, 16, 17, 18, 19, 20, and 21. Excluded and exempt employees are also included in the Personal Leave Program.
 
Please note: Employees in Bargaining Unit 9 and 13 are not a part of the Personal Leave Program. Instead, these employees are part of a Furlough Program.
 

What does the PLP 2012 mean for me?

PLP 2012 is effective from July 1, 2012 through June 30, 2013. Effective July 1, 2012, employees will be credited with PLP 2012 on the first day of each pay period for 12 consecutive pay periods in the manner outlined below:
 

Full-Time Employees

Full-time employees shall have a reduction in pay equal to 4.62 percent and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.

 

  • Bargaining Unit 6 Exceptions:
    • Full-time employees in 7K alternate ranges shall have a reduction in pay equal to 4.50% and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.
    • Full-time employees in the Fire Captain classification, Class Code 9001, Alternate Ranges L and M (192 hour schedule), shall have a reduction in pay equal to 3.85% and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.
    • Full-time employees in the Fire Captain classification, Class Code 9001, Alternate Ranges N and P (216 hour schedule), shall have a reduction in pay equal to 3.42% and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.

 

  • Bargaining Unit 7 Exceptions:
    • Full-time employees in the State Park Peace Officer (Ranger) classification, class code 0983, that work a 171 hour 7K work schedule shall have a reduction in pay equal to 4.32 percent and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.
    • Full-time employees in the Fire Fighter classification, class code 8979, that work a 192 hour 7K work schedule or a 216 hour 7K work schedule shall have a reduction in pay equal to 3.29 percent and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.
    • Full-time employees in the Captain Firefighter/Security Officer classification, class code 8989, that work a 212 hour 7K work schedule shall have a reduction in pay equal to 3.48 percent and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.
    • Full-time employees in the Firefighter/Security Officer classification, class code 8990, that work a 212 hour 7K work schedule shall have a reduction in pay equal to 3.48 percent and eight (8) hours of leave will be credited to the employee’s PLP 2012 leave balance.

 

  • Bargaining Unit 8 Exceptions:
    • Full-time employees shall continue to work his/her assigned work schedule and shall have a reduction in pay equal to 4.75 percent; and will receive one PLP 2012 credit each pay period of the PLP 2012 program credited to the employee’s PLP 2012 leave balance.

 

  • Bargaining Unit 18 Exceptions:
    • Each full-time employee shall continue to work his/her assigned work schedule and shall have a reduction in pay equal to one-half day of pay (4 hours) for each semi-monthly pay period the employee is in the PLP 2012.
    • Each full-time employee who is paid semi-monthly, shall be credited with four (4) hours of PLP leave on the first day of the semi-monthly pay period. This leave shall be posted once a month to the employee’s PLP 2012 leave balance.

 

Part-Time Employees

Part-time employees shall be subject to the same conditions as full-time employees, on a prorated basis. The pro-ration shall be determined based on the employee’s time base. Talk with your department’s Human Resources Office for specific information on pro-rated  PLP rates.
 

Intermittent Employees

Intermittent employees PLP 2012 credit shall be prorated based upon the number of hours worked in the monthly pay period. Talk with your department’s Human Resources Office for specific information on pro-rated  PLP rates. 
 

Permanent Intermittent and Special School Employees

Permanent Intermittent and Special School employees who are subject to the State Special Schools 10-month compensation agreement accrue PLP 2012 credit based on the number of hours worked in the pay period. Talk with your department’s Human Resources Office for specific information on pro-rated  PLP rates.
 

How do I use my PLP 2012 time?

PLP 2012 needs to be used each month that it is earned and must be used before any other kind of leave, except sick leave. However, you can request to use PLP 2012 in lieu of approved sick leave.
 
PLP 2012 time should be used in 8-hour blocks. If it is not operationally feasible to take PLP 2012 time, that time will carry over and should be used in the same manner as vacation or annual leave. Work with your supervisor to schedule your PLP 2012 time off each month.
 
When filling out your timesheet (STD. 634), please indicate PLP 2012 time using “LV” as the symbol in addition to the hours used. If your department does not use the STD. 634 for time reporting, please consult with your Human Resources Office on how to report PLP 2012 time.

 

  • Bargaining Unit 3 Exceptions:
    • Bargaining Unit 3 Employees Working an Academic Calendar must use PLP 2012 hours in the pay period it is earned, unless it would result in a PLP 2012 balance of less than 8 hours.

 

  • Bargaining Unit 8 Exceptions:
    • PLP 2012 shall be requested and used by the employee in the same manner as holiday credits. Requests for use of PLP 2012 must be submitted in accordance with departmental policies on holidays. Employees may not be required to use PLP 2012 credits.

 

  • Bargaining Unit 10 Exceptions:
    • Beginning in August 2012, employees may elect to accelerate the salary reduction and the corresponding unpaid days off by accruing up to three (3) days PLP 2012 per month, with the corresponding salary reduction [i.e. three (3) PLP 2012 days would be a salary reduction of 13.85 percent), not to exceed twelve (12) PLP 2012 days for the 2012-2013 fiscal year. Such an election shall be made no later than August 15, 2012 and is irrevocable. The alternative accrual plan must be conducted within consecutive months and must commence no later than August 1, 2012 pay period.

 

  • Bargaining Unit 12 Exceptions:
    • PLP 2012 shall be used before any other leave, except sick leave and PLP 2010.

 

  • Bargaining Unit 16 Exceptions:
    • For employees in Bargaining Unit 16, departments should ensure that PLP 2012 time is scheduled and taken prior to July 1, 2014.

 

  • Bargaining Unit 19 Exceptions:
    • Beginning the October 2012 pay period, employees may elect to participate in an Alternate PLP 2012 Accrual Program for the remaining nine (9) days of PLP. The election into this must be completed by September 15, 2012 and is irrevocable. Employees may elect to accrue PLP up to three (3) days per month, with the corresponding monthly salary reduction for PLP [i.e. three (3) PLP 2012 days would be a salary reduction of 13.85 percent). Employees who do not elect into the Alternate PLP 2012 Accrual Program will remain in the standard PLP 2012 program at one (1) day per month. The Alternate PLP 2012 Accrual Program will cease upon the accrual of twelve (12) total days of PLP 2012. The Alternate PLP 2012 Accrual plan must be conducted within consecutive months beginning with October 2012 [i.e. 3-day accrual for October, November and December totaling twelve (12) days.]

 

Note that there is no cash value for PLP 2012 and it may not be cashed out.
