Definition

This is a recruiting and developmental class for persons qualified to perform analytical work in one or more areas of a broad range of health program problems. Incumbents are assigned duties and responsibilities commensurate with their background and training. Under supervision, incumbents perform work of average difficulty in a wide variety of consultative and analytical assignments such as health program evaluations and planning, health systems development, health facilities or services expansion, community health needs, and does other related work.

Distinguishing Characteristics

This is the recruiting and first working level for persons qualified to perform analytic and consultative work in one or more areas of a broad range of health program problems. Incumbents are assigned duties and responsibilities commensurate with their background and training. Under supervision, incumbents perform work of average difficulty in a wide variety of consultative and analytical assignments.

Typical Tasks

Under general direction, typically prepares short, intermediate, and long-term planning and program studies and/or projects for health services and for financing the delivery of health services; coordinates and maintains liaison with Federal, State and local health planning groups, local health planning agencies, department managers and staff, professional organizations, universities, citizens committees, and others participating in regional and statewide health planning studies; designs study methodology and application of analytical techniques; collects, analyzes, and interprets data from primary and secondary sources; prepares report findings; reviews plans and evaluations prepared in other programs of the department and local health agencies; develops methods of evaluation for cost effectiveness of community health programs; evaluates the economic impact of proposed and current methods and programs systems; reviews and prepares recommendations on applications submitted by health facilities, proposing new construction conversion of license category, establishment of special services, purchase or lease of diagnostic or therapeutic equipment; makes presentations to the Legislature; reviews and analyzes proposed legislation; participates or acts as leader for teams, conferences, or task forces on large studies; presents departmental positions before administrative law judges; and performs other health planning activities as required; determines feasibility, operating methods and procedures necessary to implement and carry out health programs; provides consultation and assistance in planning, program direction and implementation of surveys, special studies and projects to assess health needs; monitors program activities, contracts and budgets; advises on new procedures, requirements and standards; writes and reviews program regulations; provides training and consultation to local jurisdictions; coordinates and maintains liaison with Federal, State and local health agencies, department managers and staff, professional organizations, universities and citizens committees; reviews and prepares recommendations on applications submitted by health facilities; and performs other health planning and program administration activities as required.

Minimum Qualifications

Either I

 

Experience: Twelve months of experience in California state service performing health planning or program-related duties in the class of Health Program Technician I. and

 

Education: Twelve semester (18 quarter) units of college work in English, public or business administration, accounting, statistics or public health.

Or II

 

Experience: Six months of experience performing health planning or program-related duties in a class comparable to Management Services Technician, Range B, in the California state service. and

 

Education: Twelve semester (18 quarter) units of college work in English, public or business administration, accounting, statistics or public health.

Or III

 

Education: Equivalent to graduation from college with a major in health education, health administration, public health, hospital administration, health science, health planning, health economics or a closely-related health field. (Administrative or supervisory clinical experience in health planning, public health, or health program administration may be substituted for the required education on a year-for-year basis.) (Registration as a senior in a recognized college or university will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they may be considered eligible for appointment.)

Or IV

 

Experience: One year of technical or professional experience in health planning, public health, or health program administration. [Thirty (30) semester or forty-five (45) quarter units of completed graduate course work in health education, health administration, public health, hospital administration, health science, health planning, health economics, or a closely-related field may be substituted for the required experience. Students enrolled in any of the above graduate programs who are within six months of completing the required number of graduate units will be admitted to the examination but must complete the required units before they may be considered eligible for appointment.] and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: Health program content; principles, problems, and procedures involved in developing program plans; legislative processes; methods of preparing reports; health planning; research techniques; public health and mental health programs and trends.

 

Ability to: Gather, analyze, and organize data related to program planning; analyze problems of program planning; carry out assignments without detailed instructions; speak and write effectively.
