About CTIS

Introduction

The CalLearns Training Information System (CTIS) is CalHR’s statewide system for collecting, managing, and reporting employee training data submitted by departments. By linking training records to an employee’s Unique Employee Identifier (UEID), issued by the State Controller’s Office (SCO), CTIS creates a centralized training record that provides departments with visibility into training completed throughout an employee’s state service, including training completed while employed by another department.

By centralizing training information, CTIS helps departments avoid unnecessary retraining, make more efficient use of training time and resources, improve data accuracy, and gain valuable insights to support workforce planning, compliance monitoring, and informed statewide training investments.

For departments not participating in the Enterprise HR Vendor-Hosted Subscription Service (EntHR-LMS), CTIS provides a flexible and equitable way to contribute training data and participate in statewide learning and development efforts.

Project Background

CTIS was established to address longstanding challenges in how training data is collected, managed, and utilized across California state government. Historically, departments have tracked employee training using a wide range of systems, spreadsheets, and local processes, resulting in fragmented data, duplicated effort, inconsistent reporting, and limited statewide visibility into workforce development investments.

As the State continues to modernize human resources infrastructure and advance enterprise solutions, the need for a centralized and reliable training record has become increasingly important. Departments require accurate training data to support onboarding, compliance with mandatory training requirements, workforce planning, and employee development, while CalHR leverages statewide reporting and workforce insights to identify trends, gaps, and opportunities for improvement.

CTIS addresses these challenges by linking training records through the UEID. This approach provides departments with visibility into training previously completed by their employees, including training completed while employed by another department, helping reduce unnecessary retraining and supporting more informed training decisions.

By consolidating training information from departments into a single statewide system, CTIS improves data accuracy, supports standardized reporting, reduces administrative effort, and provides workforce insights that support planning and investment decisions at both the department and statewide levels. The system aligns with broader Enterprise HR modernization efforts, including standardized employee identifiers and statewide learning management solutions.

Goal 1: Establish a Statewide Training Database for State Employees

Enterprise HR (EntHR) Statewide Initiative

EntHR is a statewide, cross-agency initiative with governance co-chaired by CalHR, SCO, and the California Department of Technology (CDT). The purpose of EntHR is to strategically improve employee processes and data management through increased standardization, integration, and automation across departments.

CTIS is part of this broader EntHR effort, supporting the statewide goal of improving workforce data visibility and enabling more consistent tracking and reporting of employee training. By contributing to a centralized approach to training data, CTIS helps advance EntHR’s mission of enhancing data-driven decision-making and operational efficiency across the state.
