CalLearns Training Information System (CTIS)
Introduction
The CalLearns Training Information System (CTIS) is CalHR’s statewide digital training record that securely consolidates employee training data across departments to create a Learner Core Record. CTIS will provide a portable and accurate history that follows employees throughout their state service. By centralizing training information, CTIS will reduce administrative burden, improve accuracy and give CalHR and individual departments the insight needed to strengthen workforce planning, monitor compliance and make informed efficient decisions about statewide training investments.
For departments not participating in the Enterprise HR Vendor-Hosted Subscription Service (EntHR-LMS), CTIS provides a flexible and equitable way to contribute training data and participate in statewide learning and development efforts.
Project Background
CTIS was established to address longstanding challenges in how training data is collected, managed and utilized across California state government. Historically, departments have tracked employee training using a wide range of systems, spreadsheets and local processes. This has resulted in fragmented data, duplicated effort, inconsistent reporting and limited statewide visibility into workforce development investments.
As the state continues to modernize human resources infrastructure and advance enterprise solutions, the need for a centralized, reliable and portable training record has become increasingly critical. Departments require accurate training data to support onboarding, compliance with mandatory training requirements, workforce planning and employee development. At the same time, CalHR needs a statewide view to identify trends, gaps and opportunities for efficiency and equitable access to training.
CTIS addresses these challenges by introducing a portable digital training record linked through the Unique Employee Identifier (UEID) issued by the State Controller’s Office (SCO). The UEID allows employee training histories to follow individuals throughout their state careers, regardless of department or learning management system used. This approach establishes a consistent, authoritative linkage between employees and their training records. It will also reduce duplication and improve data accuracy.
CTIS was designed as a statewide platform to centralize employee training data and create a core digital learning record that follows employees throughout state service. By consolidating training information from departments into a single system, CTIS reduces administrative burden, minimizes redundant training and supports more informed decision-making at both the department and statewide levels. The system aligns with broader Enterprise HR modernization efforts, including standardized employee identifiers and integration with statewide learning management solutions.
Through CTIS, CalHR and departments gain a shared foundation for managing training data that strengthens accountability, improves transparency and enables a more strategic, data-driven approach to workforce development across state government.
Strategic Goals and Objectives
Goal 1: Establish a Statewide Training Database for State Employees
- Objective 1.1: Create a portable, statewide digital training record that follows employees throughout their state careers using the SCO Unique Employee Identifier (UEID).
- Objective 1.2: Ensure training data is accurate, consistent and reliably linked to individual employees regardless of department or learning management system used.
- Objective 1.3: Reduce fragmentation caused by department-specific tracking systems and manual processes.
Goal 2: Improve Administrative Efficiency and Reduce Redundant Training
- Objective 2.1: Minimize duplicative training by enabling departments to view prior completions and certifications across state service.
- Objective 2.2: Reduce administrative burden associated with manual data collection, reconciliation and reporting of training records.
- Objective 2.3: Support more efficient onboarding by providing immediate access to verified training history.
Goal 3: Strengthen Compliance, Oversight, and Accountability
- Objective 3.1: Provide CalHR and departments with timely access to training data needed to monitor compliance with mandated training requirements.
- Objective 3.2: Improve transparency and audit readiness through centralized and standardized training records.
- Objective 3.3: Enable consistent reporting across departments to support oversight, risk management and policy implementation.
Goal 4: Enable Data-Driven Workforce Planning and Development
- Objective 4.1: Provide CalHR with a statewide view of training investments, participation and trends.
- Objective 4.2: Identify gaps in skills, capacity and access to training across classifications, departments and regions.
- Objective 4.3: Support strategic statewide workforce planning by connecting training data to broader talent development and succession planning efforts.
Goal 5: Promote Equity and Consistency in Access to Training
- Objective 5.1: Ensure training visibility and portability for all employees, regardless of department, role or location.
- Objective 5.2: Enable analysis of training access and outcomes to inform equitable workforce development strategies.
- Objective 5.3: Support consistent implementation of statewide training policies and standards.
Goal 6: Align with Enterprise HR Modernization and Statewide Technology Strategy
- Objective 6.1: Integrate CTIS with Enterprise HR systems and statewide learning platforms to support a cohesive HR ecosystem.
- Objective 6.2: Leverage standardized identifiers and data governance practices to improve interoperability and data quality.
- Objective 6.3: Position CTIS as a foundational component of the state’s long-term HR and workforce modernization strategy.
