What happens if a contract expires before a new agreement is reached?What happens if a contract expires before a new agreement is reached?<p>​If the term of a Memorandum of Understanding (MOU) expires before the state and the exclusive representative reach agreement, the terms of the existing MOU remain in effect until agreement is reached. Under certain conditions, such as a bargaining impasse reached after good faith efforts to reach an agreement fail, the state can implement terms that supersede the previous agreement.</p>
