Workforce Planning & Succession Management

CalHR’s Statewide Workforce Planning Unit provides guidance and resources to develop and conduct effective workforce planning and succession management.

Workforce Planning and Succession Management are about having the right people in the right jobs at the right time. According to CalHR Policy 2901 all organizations in the state of California that have civil service employees must have a current Workforce and Succession Plan in place and submit plan status to CalHR’s Statewide Workforce Planning Unit by September of each year.

Succession Management Model

Internal resources to prepare for turnover and maintain continuity of critical business functions. The State of California Succession Management Model ​provides guidance to identify high risk key positions and prioritize succession management strategies.
