Frequently Asked Questions (FAQs)
1. What is the Request Tracking System (RTS)?
The RTS is a tool for departments and agencies to submit requests to CalHR for consideration.
2. What are the benefits of RTS?
- Provides a centralized system to track and view status updates of Exempt requests.
- Gives CalHR management metrics and status reporting
- Creates new efficiency and effectiveness in our processes while increasing transparency
3. What is changing with the EPR process?
Departments will submit requests through the RTS instead of emailing requests to the EPR inbox. Additionally, a department’s submittal of an EPR package indicates Agency approval has been obtained before submitting the request (if your department reports to an Agency).
4. Who has access to the Exempt RTS Portals?
CalHR’s Exempt Unit within the Personnel Management Division (PMD), CalHR’s Executive Office, Governor’s Office, and state HR professionals responsible for Exempt-related items.
5. Which Exempt RTS portal do I use?
To submit an EPR package, use the Exempt Position Request (ERP) Portal. For all other Exempt inquiries and requests, use the Exempt Consultation Portal. Refer to the training video and Exempt RTS User Guide under the resources section for step-by-step instructions.
6. Which “Request Type” do I select in the Consultation Portal?
Reference the Exempt Consultation Portal Request Type Glossary for a breakdown on request type definitions.
7. What do I do if I have a specific question about a request?
Go into “My Requests” and select the request you have a question about. Click on Communication and send a message to CalHR. The message will be sent to the appropriate CalHR contact and you will be notified of CalHR’s response.
8. What do I do if I have a question about RTS specifically?
If you have procedural questions or need assistance navigating the system, please refer to the contact information section above. If you still need assistance, email EPR@calhr.ca.gov.
9. What if I am experiencing a technical issue with RTS?
To report a technical issue, click on the bug icon in the upper right-hand corner.
10. Can more than 1 person on my team submit/work on requests in RTS?
Yes! You can create a “Public Team” in RTS. “Public Teams” allow multiple emails from a department to submit, process, and work on requests. To create a public team, please refer to the Exempt RTS User Guide.
11. How will EPR approvals be provided?
If your EPR request doesn’t require a pay letter, you will receive an approved and electronically signed pdf copy of the approved EPR. The Exempt Unit will provide a PDF in the Communications section of the request once the EPR reaches the “Pay Letter Process” task.
12. Will I receive an Exempt Pay Letter?
If your approved EPR request requires changes to the Exempt position, such as salary rate, salary level, position title, etc., you will receive a pay letter using our current method (email from EPR@calhr.ca.gov) with a copy to the Governor’s Office (GO), and the State Controller’s Office (SCO). This part of the process isn’t changing because SCO does not have access to CalHR’s Exempt Portals.
