CalHR Tribal Consultation Policy

The Tribal Consultation Policy aims to ensure effective government-to-government communication and consultation between CalHR and California Indian Tribes, consistent with the mission of CalHR.

Per Government Code (GC) 11019.81, CalHR has developed a two-hour training program that provides instruction on government-to-government (G2G) tribal consultations. This training focuses on the central role of Native American California tribal sovereignty in these discussions and provides an exploration of practical strategies for fostering genuine partnerships with tribes based on respect, reciprocity, and accountability. 

The code requires designated state officials to complete the training by January 1, 2025, and for officials appointed after that date to do so within six months of their appointment. It also requires each official to retake the training annually.
