Personnel Advisory & Consultation Team

The California Department of Human Resources’ (CalHR), Personnel Advisory and Consultation Team (PACT) was established in March 2022, to provide collaborative leadership, consultation and hands-on services, and expert guidance to state departments to navigate through personnel management and selections issues. There is no fee for PACT services or guidance.  PACT’s focus is customer-oriented and one that enhances strong working relationships with state department human resources (HR) offices.

PACT is comprised of Advisors from both CalHR’s Personnel Management Division (PMD) and the Selection Division (SD):

  • The PMD serves as the state’s principal advisor on matters related to the classification plan, salaries and managerial/supervisory programs including other personnel related programs.
  • The SD administers the civil service exams to recruit high quality candidates in a fair and open process and ensure the administration of examinations are processed in accordance with the laws and rules of the state civil service merit system.

PACT is an extension of the PMD and SD and is not intended to duplicate or replace the existing work of the PMD or SD Consultants/Analysts. PACT is available to provide temporary assistance to state departments who may be experiencing systemic issues by identifying long-term statewide standards and solutions and to those who could benefit from these additional services. Where applicable, the PACT will work in partnership with the department-assigned PMD or SD Consultant/Analyst to resolve the most comprehensive and time sensitive matters.
