Feb.12, 2026. The State of California provides mass transit and vanpool incentives to all eligible state employees through the Mass Transit and Vanpool Commute Programs. The goal of the Programs is to reduce the number of vehicles on the road by encouraging employees to explore and use alternate means of transportation to commute to and from work.
As a reminder, HR Manual section 1602 – Mass Transit Commute Program and HR Manual section 1603 – Vanpool Commute Program require non-CalATERS departments to complete and electronically submit the Mass Transit and Vanpool Commute Program Report for the previous calendar year to CalHR. To allow departments adequate time to compile this information, please submit reports to Travelmanager@calhr.ca.gov by February 28, 2026.
