In the April 25, 2025, Notice Register (Notice Register 2025, No. 17-Z), CalHR published a Notice of Decision Not to Proceed terminating a previously published 45-Day Notice of Proposed Rulemaking Action. In the Notice of Decision Not to Proceed, CalHR incorrectly stated the original 45-Day’s Notice publication of August 1, 2024. The original 45-Day Notice was actually published in the August 16, 2025 Notice Register (Notice Register 2024, Number 33-Z).
CalHR is republishing here the Notice of Decision Not to Proceed with the correct information.
Pursuant to Government Code Section 11347, CalHR hereby gives notice that it has decided not to proceed with the rulemaking action published in the California Regulatory Register on August 16, 2024, Register 2024, No. 33-Z. The proposed rulemaking concerned the implementation of a Biweekly Payroll Cycle with the California State Payroll System Project (OAL Notice Z2024-0801-02). The decision is based on the identification of additional California Code of Regulations sections subsequently being identified to be included, as well as the need to address procedural errors with the original action. As such, CalHR intends to submit a new Notice with updated actions promptly.
