Dear California State Employees:
I am writing to express my deep gratitude for the work you’ve been doing for the people of California and to share an important update about workplace culture and expectations. In my career as a public servant for more than three decades, I have worked alongside countless public employees who have shown commitment, creativity, energy, and expertise in doing their jobs. In California, we are blessed with some of the best and brightest public servants who devote their time and talents to the smooth operation of critical services and public infrastructure.
As California and the nation continue to adapt to the changing landscape of work, we are making an important change in how we operate as a team. Beginning on July 1, state employees currently covered by a hybrid telework policy will transition to a schedule that includes a default of four days a week in the office. This decision reflects our belief in the many benefits of in-person collaboration and connection and follows similar changes by other major public and private employers in California.
Working together in person fosters more substantial relationships, enhances communication, and promotes creativity. When we’re all in the same space, we can brainstorm more effectively, solve problems more efficiently, and build the kind of camaraderie that strengthens our shared mission. In addition, more robust mentoring for newer employees and enhanced connections with supervisors are essential to develop the next generation of public servants. Being physically present allows for spontaneous conversations and informal mentoring opportunities that are harder to replicate virtually — moments that often spark innovation and deepen our sense of community.
As my executive order today spells out, agencies and departments within my Administration must consider their individual operational needs in determining whether to offer telework as an option and consider employee requests for more than one telework day per week on a case-by-case basis. California has long embraced family-friendly employment policies, including procedures to request flexible work schedules and individualized reasonable accommodations, and those processes will continue to remain available. CalHR will be putting out additional guidance regarding the kinds of case-by-case exceptions.
I understand that this transition will require adjustments for some employees and my administration is committed to supporting everyone through this process. Please know that this decision is grounded in a belief in the power of teamwork and a desire to create an environment where everyone can thrive. Your work is deeply valued, and I am confident that this change will help us achieve even greater success together.
