Series established March 16, 1993

Scope

This series specification describes two levels used in the Prison Industry Authority to perform line and staff administrative functions associated with the industrial programs of the Prison Industry Authority. Personnel employed in these classifications are concerned with new industrial program development, day-to-day operations of existing programs, monitoring and feedback regarding program operations, and improvement and redirection of the Prison Industry Authority's industrial program. Incumbents administer industrial programs consisting of manufacturing, agricultural, or service-type enterprises; or serve as staff specialists in technical areas of the Prison Industry Authority's industrial program; or provide overall operational management for the Product Inventory Center and Prison Industry Authority's Prompt Delivery Program; conduct engineering analyses and studies; recommend improvements in product design; revise production techniques; select and lay out equipment; are responsible for production quality and material control, accounting, warehousing, and product transportation; recruit and train technical staff and subordinate supervisors; serve as a member of the warden's staff; advise management concerning problems of inmate morale or grievances or other problems affecting the correctional institution; help develop inmate classification policies and direct the assignment of inmates in the industrial programs; establish and maintain effective working relationships with key correctional institution staff members; maintain order and supervise the conduct of inmates; protect and maintain the safety of persons and property; and do other related work.

 

Entry into this series is normally from the Prison Industries Superintendent II or Industrial Warehouse and Distribution Manager I and II, Prison Industries, classes; or other classes in the Department of Corrections and Prison Industry Authority, at a level of responsibility equivalent to a Prison Industries Superintendent�I.

Factors Affecting Position Allocation

The extent of supervisory and management responsibility; consequence of decisions made; level, variety, and complexity of work as determined by the number of industrial enterprises, number of shifts, and number of facilities located at the institution; scope of administrative responsibility; and independence of action taken. For purposes of these allocation criteria, an industry is a service, manufacturing, or agricultural inmate employment program responsible for the production of a specific product or product line under the supervision of a Prison Industries Superintendent, Prison Industries Manager, or Prison Industries Administrator.

Definition of Levels and Levels Standards

All Levels:

Incumbents maintain order and supervise the conduct of persons committed to the Department of Corrections or local jails and return-to-custody facilities; prevent escapes and injury by these persons to themselves or others or to property; maintain security of working areas and work materials; inspect premises and search inmates for contraband, such as weapons or illegal drugs.

Prison Industries Manager (General)

The Prison Industries Manager (General) is characterized by the following allocation criteria:

 

1. As the only Prison Industries Manager at an institution, administers the prison industries program consisting of two or more enterprises; and administers all of the accounting, warehousing, procurement, and maintenance support functions for the enterprises.

 

2. As a Prison Industries Manager at an institution overseen by a Prison Industries Administrator, supervises three or more cost centers while reporting to a Prison Industries Administrator.

 

3. May be assigned as an administrative technical advisor in headquarters. These positions formulate policies on the most significant program issues; plan and design major new products, equipment, and facilities; supervise and coordinate installation of new major enterprises or industries within their specified area; monitor production; conduct audits of cost centers; and monitor labor and material variances.

Prison Industries Administrator

The Prison Industries Administrator class is characterized by the following allocation criteria:

 

1. As the industrial administrator at an institution, manages four or more enterprises through a combination of subordinate supervisors.

 

2. As the Product Inventory Center Manager, provides overall operational management for the Product Inventory Center and Prison Industry Authority's Prompt Delivery Program, including forecasting, master scheduling, distribution resource planning, and forecast reconciliation.

Minimum Qualifications

Prison Industries Manager (General)

Either I

 

Experience: In the California state service, one year of experience in any one or combination of industry or support programs of the Prison Industry Authority performing the duties of a classification at a level of responsibility not less than that of a Prison Industries Superintendent II.

Or II

 

Experience: In the California state service, two years of experience performing the duties of an Industrial Warehouse and Distribution Manager I, Prison Industries.

Or III

 

Experience: Two years of experience in an industrial or agricultural program as a vice president of production, plant manager, industrial or systems engineer, or a closely related managerial position. and

 

Education: Equivalent to completion of two years of college (60�semester units). (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Prison Industries Administrator

Either I

 

Experience: In the California state service, one year of experience directing inmate work programs, in any one or combination of enterprise programs of the Prison Industry Authority, performing the duties of a class at a level of responsibility not less than that of a Prison Industries Manager (Various Parenthetical); or one year of experience in a production scheduling function performing the duties of a class at a level of responsibility not less than that of a Prison Industries Manager (Various Parenthetical.

 

Promotional Candidates: Promotional candidates, including employees on training-and-development assignments, who are within six months of meeting the "Minimum Qualifications" for the specified promotional class, will be admitted to the examination but must complete the required experience before they can be eligible for appointment.

Or II

 

Experience: Three years of experience in a large industrial service, or agricultural program as a vice president of production, plant manager, industrial or systems engineer, or a closely related managerial position. and

 

Education: Equivalent to completion of two years of college (60 semester units). (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

All Levels:

Knowledge of: Principles of effective supervision; principles of organization and industrial management including methods, materials, processes, and equipment employed in a prison industries program; production, management, and engineering methods in the operation of a large manufacturing/service plant; equipment, methods, tools, and procedures needed to operate agricultural/manufacturing/service enterprises; principles and practices of industrial, production, and safety engineering; centralized/integrated manufacturing and accounting system with specific knowledge in bills of material, routings, materials requirement planning, shop floor control, and performance measures; fiscal management, cost accounting including direct costing methods, and budgetary procedures; production and inventory management concepts and principles, practices, and procedures; bill of material structuring techniques, forecasting techniques, and principles of organization and management; techniques of employee development and motivation; modern concepts of penology and the laws, rules, policies, and procedures affecting the Department of Corrections and the California Prison Industries Program; a manager's responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment that is free of discrimination and harassment.

 

Ability to: Plan, organize, and manage industrial, service, and agricultural prison industry operations; plan, design, organize, and implement an agricultural/manufacturing/service operation in an expeditious manner; supervise and coordinate the installation of equipment needed to implement the enterprise; identify and correct all major production problems in the agricultural/manufacturing/ service operation; provide product and production systems analyses and design support; apply principles and practices of modern production theory to a prison program including production engineering, cost analysis, production control, quality control, and material control; make cost analyses; plan, lay out, select, and route equipment, material, and supplies; develop product and material specifications; effectively function in an automated environment; communicate effectively; maintain discipline, and obtain confidence and respect of correctional facility inmates; analyze situations accurately and adopt an effective course of action; effectively promote equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.

Special Personal Characteristics

All Levels:

Persons appointed to positions in these classes must be reasonably expected to have and maintain sufficient strength, agility, and endurance to perform during stressful (physical, mental, and emotional) situations encountered on the job without compromising their health and well being or that of their fellow employees or that of inmates.

 

Assignments during tour of duty may include sole responsibility for the supervision of inmates and/or the protection of personal and real property.

Additional Desirable Qualifications

All Levels:

Education equivalent to graduation from college. Experience in Manufacturing Management Information Systems (MMIS).

Prison Industries Administrator

Certified in Production and Inventory Management (CPIM or CFPIM) by the American Production and Inventory Control Society (APICS) or progress toward becoming certified as demonstrated by having successfully passed two or more APICS certification examinations.
