Definition

Under direction of a supervisor, to lead, direct and inspect the work of a small crew of painters engaged in rigging for painting, and cleaning and painting structural steel bridges and related structures and facilities; may be assigned to perform inspection duties on contracted-out structural steel painting assignments; and to do other related work.

Typical Tasks

Assists the supervisor in leading and directing the work of a small crew of painters engaged in scraping, steam cleaning or abrasive blast cleaning, and preparing steel and other surfaces for painting or in painting structural steel frames, cables and bridges; inspects and assists with the rigging, erection, moving, or removal of scaffolds and staging; inspects contracted-out structural steel painting assignments; supervises and assists with the cleaning and maintenance of tools and equipment; mixes and prepares paints; trains employees; ensures that proper safety practices are followed; takes charge in the absence of the supervisor, orders materials and equipment, and prepares reports on work done; may be required to operate heavy vehicles necessary to the transportation of personnel, liquids, equipment, and hazardous materials.

Minimum Qualifications

Possession of a valid and unrestricted Class A driver license with H (Hazardous Materials) and N (Tank Vehicle) endorsements. (Applicants who do not possess the license will be allowed to compete in the examination but license must be obtained prior to appointment.) and Either I Experience: One year of experience as a Structural Steel Painter in the California state service, involving work at considerable heights.

Or II

 

Three years of experience in painting structural steel bridges or structural steel involving work at considerable heights (experience should include painting-related functions such as surface cleaning and metal preparation; paint mixing and application; and rigging, operating and maintaining manual, pneumatic or power-operated equipment). and

 

Education: Completion of 432 hours of formalized technical instruction relating to Structural Steel Painter offered by such established programs as: Job Corps; Skills Centers; ROP; Trades Schools; Military; and JTPA (Joint Training Partnership Act). (Two additional qualifying years of experience may be substituted for the required education.)

Knowledge, Skills and Abilities

Knowledge of: Methods, materials, equipment, and tools used in inspecting, preparing and painting structural steel, cables, and bridges; rigging and safety as applied to painting high structures and bridges; air tools, hoists, and equipment used in erecting and moving heavy scaffolds; paint colors.

 

Skill in: Painting by roller, brush, and spray equipment.

 

Ability to: Lead and direct the work of a small crew of painters in the preparation and painting of structural steel, cables, or bridges and in erecting safe and efficient scaffolds and stagings; rig and erect scaffolds and staging and work on high structures; keep records; communicate at a level contained in safety and equipment operation manuals.

Special Personal Characteristics

Ability to work safely at heights of at least 200 feet above ground or water on structural steel bridges and the ability to withstand working continuously under adverse (e.g., cold, wet, windy) weather conditions; sufficient visual and color acuity to perform the essential functions of the job; freedom from lead poisoning as suggested by a blood lead level test; ability and willingness to use respiratory equipment when abrasive blasting, painting and performing other duties which require respiratory protection; willingness and ability to travel and work short periods of time throughout California.

Additional Desirable Qualification

Possession of a P (Passenger/Bus) driver license endorsement.

Drug Testing Requirement

Applicants for positions in this class are required to pass a drug screening test. Testing of current employees who are applicants in an examination or who are transferring is permitted only if the person does not have a current appointment to a class for which drug testing is a requirement.
