Definition of Series

This consolidated series specification describes five classes in which employees perform skilled work consisting of repair, operation, modification, inspection, replacement, and maintenance of major civil structures and related utility equipment associated with the State Water Project and/or the Sacramento River Flood Control Project.

Factors Affecting Position Allocation

Relative level, variety and complexity of duties, independence of action, degree of supervision received and exercised, consequence of error, and size of organization are factors used in differentiating between levels.

Definition of Levels

Utility Craftsworker Apprentice, Water Resources

Under close supervision as an indentured apprentice, learn the progressively skilled work in the repair, operation, modification, inspection, replacement, and maintenance of major civil structures and related utility equipment associated with the State Water Project or the Sacramento River Flood Control Project. This class is designed for entrance and performance in an apprentice training program leading to journey level status as a Utility Craftsworker, Water Resources. Inability to maintain satisfactory progress in the academic and vocational work of the apprenticeship program is sufficient cause for separation from the program.

Utility Craftsworker, Water Resources

This is the full journey level. Under supervision, perform skilled work consisting of repair, operation, modification, inspection, replacement, and maintenance of major civil structures and small flood drainage pumping installations associated with the Sacramento River Flood Control Project, and within the State Water Project, perform skilled work consisting of repair, modification, inspection, replacement, and maintenance of structures and related utility equipment; perform protective coating of equipment and civil structures, such as large pumps, hydroelectric turbines, penstocks, large radial gates, and water temperature control devices; install cathodic protection devices to pipelines and underwater equipment; monitor and maintain small flood drainage pumping installations; operate fish protection facilities; perform skilled tasks such as carpentry, electrical, welding, plumbing, painting, masonry, concrete placements, and finishing; operate, service, and make adjustments to medium and heavy equipment, such as trucks, backhoes, loaders, cranes, graders, bulldozers, draglines, scraper boats, and other equipment; repair and maintenance of levees, weirs, pumping plants, and other structures; construction and maintenance of stage gaging stations; perform duties as applied to construction surveying, such as setting grades and measuring elevations; may prepare documents using a personal computer; application of pesticides and herbicides in accordance with Federal, State, and local agency regulations; direct and assist in training apprentices and trainees; may act as leadperson over a crew on a project or during an emergency; and may use underwater diving equipment in connection with underwater inspection and repair of structures and facilities.

Utility Craftsworker Supervisor, Water Resources

This is the first supervisory level of the series. Under direction, supervise and assist personnel engaged in a variety of repair, construction, modification, operation, replacement, and maintenance, including inspections of tasks in connection with the operation and maintenance of major civil structures and related equipment such as: pipelines, valves, tunnels, dams, reservoirs, spillways, aqueducts, levee systems, inlet and outlet control structures, power and pumping plants, electrical switchyards, and transmission lines in a field division or flood maintenance facility. Incumbents plan, direct, assign, and supervise the work of a crew or crews of Utility Craftsworkers, Water Resources; perform on-site inspection of completed work and work in progress; inspect water facilities and supporting structures and appurtenances; insure compliance with Federal, State, and local agency regulations pertaining to transportation of heavy equipment, pesticide application, building codes, and job safety requirements; prepare reports; insure compliance with Industrial Safety Orders, Safe Clearance Procedures, and environmental regulations; conduct weekly safety tailgate meetings; assign the usage and maintenance for heavy, medium, and light construction and maintenance equipment; supervise maintenance of penstocks, discharge lines, levees, and channel systems; supervise crews responding to emergencies which jeopardize the integrity of project facilities and threaten public safety; administer on-the-job training, evaluation, and development of apprentices; implement the health and safety programs; and may use underwater diving equipment in connection with underwater inspection and repair of structures and facilities.

Assistant Utility Craftsworker Superintendent, Water Resources

This is the second supervisory level. Under general direction of a Utility Craftsworker Superintendent, Water Resources, assist in planning, organizing, managing, and coordinating the repair, operation, modification, inspection, replacement, and maintenance of major features and related utility equipment associated with the State Water Project or the Sacramento River Flood Control Project; assign work; give instructions; supervise the work of multiple crews on the State Water Project or the Sacramento River Flood Control Project; maintain discipline and resolve problems in connection with directing the work of subordinates; select proper methods, equipment, and materials for proposed work; make or review estimates; plan and report on proposed work; administer preventive maintenance programs for project facilities; prepare and review various reports; assist with planning, preparing, and administering the annual budget; recommend needs and composition of a large fleet of heavy, medium, and light construction and maintenance equipment for primary project centers; direct response to emergencies that jeopardize the integrity of project facilities and threaten public safety; direct the work of crews engaged in flood control activities or ponding operations; assist in organizing and directing the operations for emergency flood control; inspect and test flood control and water facility structures for damage and needed repairs; assist in directing all environmental compliance procedures administered by Federal, State, and local agencies; assist in administering the apprentice training and development program at a primary project center; and assist in administering the health and safety programs.

Utility Craftsworker Superintendent, Water Resources

Under general direction, plan, organize, manage, and coordinate the repair, operation, modification, inspection, replacement, and maintenance of major features and related utility equipment associated with the State Water Project or the Sacramento River Flood Control Project. Incumbents plan, assign, control, supervise, and coordinate with counterpart branch chiefs, public agencies, and entities such as property owners, the work of staff engaged in repair, inspection, modification, replacement, and maintenance of facilities and equipment within a primary project center; conduct special inspections and investigations; review and determine the quality of maintenance procedures to insure the integrity of the project; monitor new developments; review and study the effectiveness of the unit's activities; recommend and implement improved work procedures, equipment, and operations; plan, prepare, and administer the annual budget; determine needs and composition of a large fleet of heavy, medium, and light construction and maintenance equipment for primary project centers; manage emergency response efforts which jeopardize the integrity of project facilities and threaten public safety; check water control structures, aqueducts, and reservoirs for damage and needed repair; direct all environmental compliance procedures administered by Federal, State, and local agencies; direct apprentice training and development program; and initiate a comprehensive health and safety program in accordance with Federal, State, and local regulations and procedures to promote a safe and healthy working environment.

Minimum Qualifications

Utility Craftsworker Apprentice, Water Resources

Either I

 

One year of experience in the California state service performing a variety of general operations and maintenance duties at the level of Service Assistant (Maintenance and Operations).

Or II

 

Ability to communicate at a level required for successful job performance.

Utility Craftsworker, Water Resources

Either I

 

Successful completion of a recognized utility craft apprenticeship. (Apprentices who are within six months of completion of their apprenticeship may be admitted to the examination, but they must present evidence of successful completion of their apprenticeship before they may be appointed.)

Or II

 

Four years of varied construction or maintenance experience in any combination of functions such as maintenance carpentry, pipe fitting, painting, welding, plumbing, concrete, or electrical work, and which must have included one year of experience operating medium or heavy maintenance or construction equipment.

Utility Craftsworker Supervisor, Water Resources

Two years of varied maintenance or construction experience in a position of responsibility comparable to that of a Utility Craftsworker, Water Resources, in the California state service.

Assistant Utility Craftsworker Superintendent, Water Resources

Two years of varied experience in maintenance or construction work on water projects in a position of responsibility comparable to that of a Utility Craftsworker Supervisor, Water Resources, in the California state service.

Utility Craftsworker Superintendent, Water Resources

Either I

 

Two years of varied experience in maintenance or construction work on water projects in a position of responsibility comparable to that of an Assistant Utility Craftsworker Superintendent, Water Resources, in the California state service.

Or II

 

Four years of varied civil experience in civil maintenance or construction work on water projects in a position of responsibility comparable to that of a Utility Craftsworker Supervisor, Water Resources, in the California state service.

Knowledge and Abilities

Utility Craftsworker Apprentice, Water Resources

Knowledge of: Basic arithmetic, spelling, and grammar; common hand tools used in trades and crafts.

 

Ability to: Learn rapidly; follow directions; acquire acceptable work habits such as punctuality, skill, neatness, and dependability; work safely; make satisfactory progress in the prescribed academic and practical work in an approved apprenticeship program for Utility Craftsworker, Water Resources.

Utility Craftsworker, Water Resources

Knowledge of: Operation and maintenance of medium and heavy maintenance and construction equipment; tools and practices used in welding, protective coating, painting, carpentry, plumbing, pipe fitting, rigging, sandblasting, masonry, concrete, cathodic protection, and electrical; levee repair; pesticide application; safe working practices and departmental rules and regulations; Federal, State, and local agency regulations applicable to the use of pesticides, control burning, and transportation of heavy equipment; environmental regulations.

 

Ability to: Apply required knowledge; perform varied skilled work relating to flood control and repair of project facilities; follow directions; read and work from plans, drawings, and specifications; use of computers; assist in training of apprentice level employees; keep work records and make reports; follow oral and written instructions; maintain good relationships with people; ability and agility at a level required for successful job performance.

Utility Craftsworker Supervisor, Water Resources

Knowledge of: All of the above, and materials, methods, tools, equipment, practices, and safe work procedures as applied to construction, operation, maintenance, and repair of large pipelines, aqueducts, and pumping/generation facilities of the State Water Project or the Sacramento River Flood Control Project; modification and replacement such as inlet and outlet structures, aqueducts, pipelines, weirs, levees, valves, reservoirs, dams, spillways, and tunnels for damage and required maintenance; operate and maintain large water treatment plants, including required operator license and conformance with State and local agency regulations; water control and delivery problems relating to project operation and public safety; the State Water Project and the Sacramento River Flood Control Project; efficient utilization of equipment, tools, and labor resources; environmental compliance procedures as administered by Federal, State, and local agencies; required environmental and pesticide permits, certificates, or clearances required from Federal, State, and local agencies; practical hydraulic principles; principles of effective supervision and basic safety practices; the Department's Equal Employment Opportunity policies and procedures, and the State's collective bargaining system.

Knowledge of: All of the above, and principles, methods, materials, tools, and equipment used in the operation, maintenance, repair, and improvement of water storage and distribution facilities; flood control, construction, inspection, repair, and maintenance problems; cost of flood control and water facility maintenance work; operation, upkeep, and repair of equipment; water damage problems; environmental regulations and other applicable laws and regulations; interpreting and administering Department policies and procedures; principles and techniques of management and supervision; the Department's Equal Employment Opportunity policies and procedures.

 

Ability to: All of the above, and prepare, analyze, and adjust complex budgets and cost management systems; read, interpret, and work from complex engineering plans, drawings, and specifications; understand and apply engineering principles; make technical investigations, recommendations, and implement improvements to work procedures of operation in relation to engineering features and economic feasibility; apply required knowledge; take prompt and effective action in the event of emergencies; detect unsafe conditions and practices; plan and evaluate health and safety training programs; plan, direct, and coordinate the work of others; establish and maintain cooperative relations with Federal, State, and local agencies.

Special License Requirement

All Levels:

Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles.

Utility Craftsworker, Water Resources

In addition, a valid unrestricted Class A driver license and appropriate special endorsements and certificates that are required to fully comply with vehicular regulations must be obtained. Employees must meet these requirements within 90 calendar days after appointment to the class.

Possession of a valid California Department of Agriculture Qualified Applicators Certification.

Drug Testing Requirement

Utility Craftsworker, Water Resources

Applicants for positions in the class of Utility Craftsworker, Water Resources, are required to pass a drug-screening test. Testing of current employees who are applicants in an examination or who are transferring is permitted only if the person does not have a current appointment to a class for which drug testing is a requirement.
