Definition

Under general direction, in a regional office of the Department of Motor Vehicles, to plan, coordinate, and budget for the building maintenance and construction program of the entire region; to inspect the work of all building trades personnel assigned to accomplish a region's building maintenance and construction projects and programs; to supervise a small staff of tradespersons; and to do other related work.

Typical Tasks

Reviews regional and district needs in developing short and long term capital outlay and maintenance budget estimates and recommendations; analyzes maintenance, personnel, equipment, and material needs for budget estimates and recommends priorities for proposed jobs; inspects field artisans work; drafts working drawings of simple buildings and building alterations; advises district managers on all phases of preventive maintenance and construction procedure, confers with regional and district management to determine specific projects and their SCOPE, (State Contract Operational Project Estimate); makes field inspections and prepares status reports on construction and maintenance projects; advises district managers in letting work under contract and inspects the contracted work for compliance with contract provisions; instructs in and inspects for compliance with safe methods for performing work; advises on upkeep and maintenance of grounds, facilities and structures; assists district personnel in the preparation of detailed cost and material estimates and in the ordering of tools, equipment, materials, and supplies; supervises tradespersons engaged in general building maintenance; keeps records and prepares reports; and drafts specifications for contracts.

Minimum Qualifications

Either I

 

Two years performing structural inspection duties in the class of Construction Inspector, or two years as a project engineer performing technical field inspection or supervision on major construction projects, or two years as general mechanical trades supervisor or Chief Engineer I in the California state service.

Or II

 

Three years of experience as a general mechanical contractor.

Or III

 

Four years of experience at the journeyperson level as a stationary engineer in California state service.

Knowledge and Abilities

Knowledge of: Methods, materials, tools, and equipment used in construction, maintenance, and repair work including carpentry, electrical, plumbing, painting, paving and concrete work with major emphasis in refrigeration, heating, ventilation, and air conditioning; basic purchasing techniques and practices including proper use of various materials and supplies and their acceptable substitutes; building codes, industrial safety orders, and provisions of the California Occupational Safety and Health Act; rules and regulations affecting construction and repair work; cost and materials estimating, budgeting and basic contract requirements; principles of effective supervision; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Read, interpret and write technical reports, schedule, assign, supervise, coordinate, oversee, and inspect the work of craftspersons of various construction specialties and maintenance personnel engaged in new construction and repair and maintenance of existing structures and facilities; communicate effectively, both orally and in writing; act as an advisor to managers on all phases of proper preventive maintenance and construction procedures; read and interpret blueprints; do simple drafting and work from plans and specifications; draft specifications; keep accurate records and reports; and effectively contribute to the Department's affirmative action objectives.

Special Personal Characteristics

Good interpersonal skills and willingness to travel.

Additional Desirable Qualification

Education equivalent to completion of the twelfth grade.
