2020 Open Enrollment for Active Employees

​Open Enrollment for health, dental, vision, cash options, FlexElect Reimbursement Accounts, group legal, life, group long term disability and COBRA starts September 21 and ends October 16, 2020. Changes made during Open Enrollment will take effect January 1, 2021. For information regarding your current benefit plan(s), please contact your department's personnel office.

​Actions you can take during Open Enrollment:

  • Enroll, cancel, or change health, dental, vision, group legal, life and group long term disability plans. You can also add or delete dependents.
  • Enroll in a FlexElect Reimbursement Account. If you have a FlexElect Reimbursement Account and want to participate again next year, you need to re-enroll during Open Enrollment.
  • If you have other qualifying group health and/or dental coverage through another source, such as your spouse, you may enroll in a cash option in lieu of health and/or dental benefits.*

*SEIU Local 1000 represented employees and excluded classes tied to SEIU are not eligible to participate in the FlexElect or CoBen Cash Options until July 1, 2022, due to receiving other negotiated benefits. Please contact your department's personnel office to learn more about eligibility. 

If you do not wish to make changes to your current benefits with the exception of the FlexElect Reimbursement Accounts, no action is required from you unless you are a permanent-intermittent employee. Permanent-intermittent employees who want to continue receiving the cash option must re-enroll annually, during Open Enrollment.* 

Enrollments and changes must be submitted no later than October 16, 2020. If forms are sent by mail they must be postmarked no later than October 16, 2020. Enrollments and changes made during Open Enrollment are effective January 1, 2021.

  • There are two ways for you to enroll or make changes to your Vision Service Plan (VSP) during Open Enrollment:
  1. Visit the VSP website and complete the online enrollment form at  stateofcaemployee.vspforme.com.
  2. Call VSP at (800) 877-7195 and speak with a member services representative.

FlexElect

  • If you have a FlexElect Reimbursement Account and want to participate again next year, you need to re-enroll during Open Enrollment between September 21 and October 16, 2020. Changes made during Open Enrollment will take effect January 1, 2021.*
  • Beginning January 1, 2021, the maximum contribution amount for medical reimbursement accounts will increase to $2,750.

Group Legal Services Insurance Plan (Plan)

  • Open Enrollment has been moved to the fall and, if you are an eligible employee, you can now enroll online. To enroll, visit the ARAG Insurance website.
  • If you work for a direct pay agency (California Exposition & State Fairs, California Fairs Services Authority, and Legislative Analyst's Office) you cannot enroll online, you must complete the Other Enrollment Authorization Form 200635 and submit the form to your department's personnel office for processing.
  • If you are a permanent-intermittent, temporary authorization or limited-term employee, online enrollment is not available. You must complete the Other Enrollment Authorization Form 200635 and submit the form to your department's personnel office for processing.
  • If you are within 60 days of retirement and wish to continue coverage into retirement, you must complete the Enrollment Authorization Form 200686 and send or fax the form to ARAG.

Group Long Term Disability (LTD) – Excluded Employees Only

  • If you are an eligible excluded employee, you can enroll online. To enroll, visit the Standard Insurance website at Enroll Now.
  • If you work for a Direct Pay Agency (California Exposition & State Fairs or California Fairs Services Authority) online enrollment is not available. You may request an enrollment form by contacting Standard Insurance at (971) 321-8150 or by sending an email to socltdforms@standard.com.  You may also request an enrollment form by contacting CalHR at ltd@calhr.ca.gov.  Submit the completed form to your department's personnel office for processing.

​Benefits Calculator

The Benefits Calculator on CalHR's website allows you to compare premiums for health, dental, and vision benefits. Simply select a year, your bargaining unit, and number of dependents. You will then be able to compare your benefits options, as well as populate a dental plan form. The employer contributions are determined using the weighted average of a single-party premium of the top four health plans that had the largest active state civil service enrollment during the previous benefit year, which has resulted in the 2021 employer contributions being decreased for all state active employees.

 

​Important Open Enrollment Reminders

  • If you are eligible for health benefits, but not currently enrolled in a plan, or are enrolled in CoBen or FlexElect cash in lieu of other qualifying group health coverage, you can enroll in health benefits during the Open Enrollment period.*
  • If you have children, they are eligible for dependent coverage for health, dental and vision benefits up to the age of 26.
  • If you enroll in a FlexElect Reimbursement Account during Open Enrollment, you have until December 31, 2020, to cancel or change your election.
  • If you enroll or are automatically re-enrolled into the cash option, you have until December 31, 2020, to cancel or change your election.
