Definition

Under general administrative direction, to plan, coordinate, implement, and evaluate departmental program objectives and results of deaf and hearing impaired client services; establish operational policies and procedures; formulate and determine program priorities; participate in program related community liaison; and to do other related work.

Typical Tasks

Plans, organizes, and directs the Department's program of rehabilitative services to deaf and moderately hearing impaired clients; coordinates related Vocational Rehabilitation Counseling Programs; recommends policy changes for improved service delivery; promotes community resources to supplement service delivery; promotes expanded use of qualified interpreters for deaf clients to improve effective diagnostic evaluation, vocational training, and placement services; reviews and makes recommendations on grant proposals and budgeting changes; participates in legislative changes relating to deaf programs as part of advocacy for deaf community needs; promotes exchanges of information on program planning at the national, State, and local levels; serves as executive secretary to the advisory committee for services to deaf and hearing impaired; acts as liaison to organizations of and for the deaf and makes presentations to interested groups.

Minimum Qualifications

Proficiency in communicating with the deaf individually and in large groups using sign language and manual spelling. and

Either I

 

Two years of increasingly responsible experience in the California state service coordinating a complete program of rehabilitative services to the deaf and hearing impaired in a class with a level of responsibility not less than that of Program Supervisor, Department of Rehabilitation.

Or II

 

Experience: Three years of experience as an administrator or consultant directing, managing, or coordinating a program providing full services to a large deaf population. These services must have included either vocational rehabilitation counseling or adjustment services such as development of independent living skills in a rehabilitation, social service or education agency. (Experience in California state service applied toward this requirement must be in a class with a level of responsibility not less than that of Program Supervisor, Department of Rehabilitation.) and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: Principles, procedures, and techniques used in planning, evaluating and administering a rehabilitation program for the deaf; laws, regulations, policies, and requirements governing services to the deaf; programs of other public and private agencies providing deaf services; principles of personnel management and effective supervision in directing the work of both technical and clerical assistants; specific expertise related to program content; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Formulate and manage a multi-disability client rehabilitation program; conduct special studies on the effectiveness of services to the deaf; develop and maintain cooperative working relationships with public and private agencies, community groups, and individuals; direct the work of others; communicate effectively; identify the need for changes in program practices and procedures and develop alternatives; effectively contribute to the Department's affirmative action objectives.

Special Personal Characteristics

Demonstrated interest in and understanding of the problems of the deaf; ability to relate to organizations for the deaf; belief in the ability of the deaf to make a significant adjustment to their deafness. Deafness is not considered a disabling characteristic for this class.

Special Requirements

Demonstrated leadership ability; sympathetic and objective understanding of the problems of the deaf and hearing impaired; tact; patience; emotional stability.
