Definition

Under supervision in the Employment Development Department to perform a variety of professional work that is necessary to administer a number of departmental programs including employability, placement, and related services; and unemployment insurance benefit payments.

Job Characteristics

The class of Employment Program Representative is the recruiting, training, and journey level class for persons to perform the full range of professional Job Service or Unemployment Insurance work. Under close supervision, incumbents receive classroom and on-the-job training in the fundamentals required to successfully perform in either area. As proficiency increases, incumbents are assigned increasingly complex and difficult work.

 

Some of the positions in this class require fluency in both English and a second language to facilitate communication with claimants. Persons interested in qualifying for special language positions must pass both the proficiency test for a specified non-English language and the general examination administered to all candidates for positions in the class.

Typical Tasks

Job Service Program: Gathering and disseminating labor market information to employers and applicants; assisting employers in their labor needs; interviewing, testing, and referring applicants for work; making job development contacts; negotiating on behalf of applicants for salary, benefit, and experience requirements; providing employment and placement services to special applicant groups such as ex-offenders, the disabled, veterans, and minorities; complying with all Federal and State legislation, departmental policies, and procedures with respect to special services and considerations for these groups; promoting self-service employment services for employers and job seekers; assisting in providing employment-related services; contacting employers to identify and list available jobs; promoting and marketing the Department's services (i.e., automated labor exchange systems, placement services, the one-stop career center resources, and other specific programs); assisting job seekers in meeting their employment goals or referring customers to partner resources; utilizing a personal computer and telephone; and providing services in community organizations or other government sites.

 

Unemployment Insurance Program: Conducting unemployment insurance eligibility interviews; gathering all relevant facts through employer and other contacts and claimant's statement; interpreting and applying laws, policies, and precedent decisions consistently to individual cases; analyzing employer and claimant statements and resolving conflicts through further questioning and analysis; identifying possible false statements and fraudulent claims and reporting to the Investigation Division for possible prosecution; resolving all eligibility issues surrounding claimant's unemployed status, determining claimant's eligibility for benefits, and informing claimant and employer of decision; paying claims; documenting all findings, actions, and decisions; assisting individuals in filing Unemployment Insurance benefit claims; independently reviewing, investigating, and determining eligibility for Unemployment Insurance benefits, in accordance with laws, regulations, and policies; and informing individuals of their rights and responsibilities under the Unemployment Insurance Program.

Minimum Qualifications

Either I

Four years of experience with the Employment Development Department. (Candidates who are within six months of completing the required experience will be admitted to the examination; however, they must meet the required experience before being considered eligible for appointment.)

Or II

 Completion of 60 semester units or 90 quarter units of college course work. and

 

Two years of public contact experience providing services or information.

Or III

Equivalent to graduation from college. (Must provide evidence of registration as a senior in a recognized institution to be admitted in the examination, and must secure evidence of graduation or its equivalent before being considered for appointment.)

Knowledge and Abilities

Knowledge of: General economic conditions and trends; California industrial, labor, business and agricultural conditions, trends, employment practices, and employment and training requirements; factors affecting labor supply and demand; labor, management, employer, and governmental organizations concerned with the Department's programs; provisions of State and Federal laws and services available to veterans; problems of economically disadvantaged individuals, groups, and communities; scope and availability of programs and services designed to alleviate social problems through employment and training processes; automated data systems; principles of unemployment insurance; and interviewing techniques utilized in claims determination work including adjudication.

 

Ability to: Interpret and apply provisions of the California Unemployment Insurance Code laws, rules, regulations, policies, and procedures; regulations, policies, and procedures of the Department and the U.S. Department of Labor relating to unemployment insurance benefits, employability, placement, and training programs; gather and analyze data and reason logically; comprehend written material and interpret and apply rules and instructions; communicate effectively; utilize automated data; analyze situations and take effective action; accurately secure, evaluate, analyze, and record facts; establish and maintain cooperative relations with those contacted in the work; gain the confidence of all customers-employers, the public, and community organizations; market the Department's services; and relate to members of all ethnic and racial groups and be sensitive to customer and community group needs.
