Scope

This series specification describes three levels of classes that plan, organize, and direct various field and Headquarters activities of the Driver Safety Program in the Department of Motor Vehicles. Incumbents train and supervise employees engaged in driver safety work which includes interviews, reexaminations and hearings for drivers with physical and/or mental problems, a record of negligent operation of a vehicle, a suspension or revocation of a Commercial Driver License or Special Certificate, a Financial Responsibility suspension, or noncompliance with the Administrative Per Se statute. Incumbents may serve in a field or Headquarters Driver Safety Office in a supervisory or managerial capacity, or perform the most difficult technical duties in the Headquarters Driver Safety Program.

 

Positions in these classes have significant responsibility for formulating and administering agency policies or programs.

Factors Affecting Position Allocation

Variety, complexity, and difficulty of work; volume of business; supervision received and the degree of supervisory and managerial responsibility; degree of independence and judgment required in making decisions; and experience and knowledge necessary to perform the work.

 

The relative size of a Driver Safety field office is determined by the customer service base (number of California drivers), paid staff years, annual hearing workload volumes, and number of subordinate supervisors.

Definition of Levels*

Driver Safety Manager I

Incumbents at this level either (1) manage a small Driver Safety Office; (2) supervise a group of Driver Safety Officers in a larger

 

Driver Safety field office; or (3) supervise a professional/ subprofessional/technical staff in a Headquarters office setting. Incumbents may also function as a nonsupervisory staff specialist in a difficult and sensitive program developing policy procedures, training, performing department reviews of hearing officers' decisions, or coordinating complex, difficult, and sensitive assignments in a Headquarters setting.

Driver Safety Manager II

Incumbents either (1) manage a large Driver Safety Office; (2) supervise a technical function with no more than five [5] subordinate supervisors in the largest Driver Safety Offices; (3) serve as a manager of a Headquarters unit requiring a high degree of technical Driver Safety Program knowledge and skill; or (4) perform technical and complex work in a staff or special assignment comparable in difficulty to the other assignments at this classification level.

Driver Safety Manager III

Incumbents manage the largest Driver Safety Offices or a Headquarters section of comparable responsibility.

Minimum Qualifications

All Levels:

Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles. (Applicants who do not possess the license will be admitted to the examination but must secure the license prior to appointment.)

Driver Safety Manager I

Either I

 

One year of experience in the Department of Motor Vehicles performing duties comparable in level of responsibility to a Principal Driver Safety Officer.

Or II

 

Eighteen months of experience in the Department of Motor Vehicles performing duties comparable in level of responsibility to a Driver Safety Officer, Range C.​

Driver Safety Manager II

Either I

 

One year of experience in the Department of Motor Vehicles performing duties comparable in level of responsibility to a Driver Safety Manager I.

Or II

 

Two years of experience in the Department of Motor Vehicles performing duties comparable in level of responsibility to a Principal Driver Safety Officer.

Driver Safety Manager III

Either I

 

One year of experience in the Department of Motor Vehicles performing duties comparable in level of responsibility to a Driver Safety Manager II.

Or II

 

Two years of experience in the Department of Motor Vehicles performing duties comparable in level of responsibility to a Driver Safety Manager I.

Knowledge and Abilities

Driver Safety Manager I

Knowledge of: Driver safety practices and procedures; provisions of the California Vehicle Code Administrative Procedures Act; rules, regulations, and policies of the Department of Motor Vehicles; principles of personnel management, training, and effective supervision; general and office management principles and practices; budgetary procurement procedures for personnel and equipment; overall purposes, organization, and activities of the Department of Motor Vehicles; a supervisor's role in equal employment opportunities.

 

Ability to: Interpret and apply the laws, regulations, and policies relating to functions of the Driver Safety Program; establish and maintain cooperative relations with persons contacted concerning driver safety work and procedures including public officials and community leaders; conduct all types of hearings, interviews, and reexaminations; plan, organize, and direct the work of subordinate employees engaged in the various activities of the Driver Safety Program; review reports and make sound decisions; provide equal employment opportunities.

Driver Safety Manager II

Knowledge of: All of the above, and management principles.

 

Ability to: All of the above, and plan, organize, and direct the activities of a large Driver Safety Office or Headquarters unit.

Driver Safety Manager III

Knowledge of: All of the above, and principles and methods of public business administration; principles, problems, and practices of organizational planning and work control; State of California administrative, budget, and personnel procedures as applied to the Department of Motor Vehicles.

 

Ability to: All of the above, and plan, organize, direct, and control a major portion of the Driver Safety Program; develop and propose legislation, departmental policy, and procedures related to the Driver Safety Program.

Special Personal Characteristics

All Levels:

Possession of a good driving record which includes no convictions within the past three years for driving under the influence of alcohol or drugs, hit and run, reckless driving, or manslaughter. Also included is not being a negligent operator as defined in Section 12810 of the Vehicle Code, and having no Implied Consent and Administrative Per Se suspensions within the past three years, no failures to answer a signed promise to appear (40508 VC), or no failures to pay a lawfully imposed fine (40509 VC). If a person has failed to answer his/her signed promise to appear (40508 VC) or has failed to pay a lawfully imposed fine (40509 VC), he/she will not be hired until the court case has been cleared.
