Scope

This series specification describes three levels used by the Department of Health Services in the Medi-Cal Field Offices to serve as office administrators. Incumbents in these classes are responsible for planning, organizing, directing and controlling the total operation of the Medi-Cal Field Offices, including management of personnel and other resources; acting as the final level of review for appeals handled at the field office level, resolving program issues of concern to and conducting conferences with the immediate community, and assisting in formulating and recommending policy changes.

Factors Affecting Position Allocation

The total size of the staff of the field office, particularly the number of professional positions.

Definition of Levels

Assistant Medi-Cal Field Office Administrator

This level serves as (1) the administrator of a subdistrict office; or (2) the assistant administrator in a large district office (35 or more total staff, at least 21 of which are professional/technical positions); or (3) the administrator of a small field office (up to 13 total staff, less than 10 of which are professional/technical positions).

Medi-Cal Field Office Administrator I

This level serves as (1) the administrator of a medium-sized field office (16-34 total staff at least 10-20 of which are professional/technical positions); or (2) the assistant administrator in the Los Angeles Field Office.

Medi-Cal Field Office Administrator II

This level serves as the administrator of a large field office (35 or more total staff, at least 21 of which are professional/technical positions).

Minimum Qualifications

Assistant Medi-Cal Field Office Administrator

Either I

 

One year of experience in the Department of Health Services performing the duties of a Medi-Cal Technician III; Social Service Consultant I; Nurse Evaluator II, Health Services; Public Health Nurse II; or Health Facilities Evaluator Nurse.

Or II

 

Two years of experience in the Department of Health Services performing the duties of a Medi-Cal Technician II.

Or III

 

Experience: Two years of professional administrative experience in a health or social program, one year of which must have been in the Medi-Cal Program. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility equivalent to that of a Medi-Cal Technician III.) and

 

Education: Equivalent to graduation from college with a degree in public health administration, public administration, business administration, or a closely related field. (Additional qualifying experience may substituted for the required education on a year-for-year basis.)

Medi-Cal Field Office Administrator I

Either I

 

One year of experience in the California state service as an Assistant Medi-Cal Field Office Administrator, Range B.

Or II

 

Experience: Three years of increasingly responsible analytical experience in the areas of health or social program administration, evaluation or policy making, of which at least one year must have been in a supervisory capacity. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility equivalent to that of an Assistant Medi-Cal Field Office Administrator.) and

 

Education: Equivalent to graduation from college with a degree in public health administration, public administration, business administration or a closely related field. (Additional qualifying experience may substituted for the required education on a year-for-year basis.)

Medi-Cal Field Office Administrator II

Either I

 

One year of experience in the California state service as a Medi-Cal Field Office Administrator I.

Or II

 

Two years of experience in the California state service as an Assistant Medi-Cal Field Office Administrator, Range B.

Or II

 

Experience: Four years of increasingly responsible analytical experience in the areas of health or social program administration, evaluation or policy making, of which at least one year must have been in a supervisory capacity. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility equivalent to that of a Medi-Cal Field Office Administrator I.) and

 

Education: Equivalent to graduation from college with a degree in public health administration, public administration, business administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

All Levels:

Knowledge of: The Medi-Cal Program's laws, rules, regulations, and policies; problems in the community concerning Medi-Cal policies or procedures; office management principles and practices; principles and practices of employee supervision, development and training; the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Gather and analyze data and reason logically and accurately; comprehend written material and interpret and apply Medi-Cal rules and regulations; speak and write effectively; establish and maintain cooperative relations with those contacted in the work; analyze situations accurately and take effective action; gain the confidence of providers and other community interests; plan, organize and direct the work of others; recommend and develop policy changes; effectively contribute to the Department's affirmative action objectives; understand and fulfill supervisory/management responsibilities under the State Employer-Employee Relations Act.
