Definition

Under direction, incumbents either (1) supervise crews of painters engaged in rigging for painting, and cleaning and painting structural steel cables, and bridges and related structures and facilities; and may supervise inspection duties on contracted-out structural steel painting assignments; or (2) are responsible for headquarters staff assignments comparable in level of responsibility such as statewide review of structural steel painting inspection reports, paint consultant, drafts painting contracts, special provisions, painting standards, and makes estimates; and to do other related work.

Typical Tasks

Plans and assigns the work of and supervises crews of painters engaged in scraping, cleaning, and abrasive blasting steel and other surfaces in preparation for painting; directs lead workers and crews in painting structural steel frames, cables, or bridges; directs, inspects, and assists in the rigging, erection, moving, or removal of scaffolds and stagings; supervises inspection work on contracted- out structural steel painting assignments; performs statewide review of structural steel painting inspection programs and consults on and/or prepares painting contracts and standards; supervises the cleaning and maintenance of tools and equipment; trains employees; ensures that proper safety practices are followed; orders tools, materials, and equipment; prepares reports on work done; may be required to operate vehicles necessary to the transportation of personnel, equipment, and hazardous materials.

Minimum Qualifications

Possession of a valid and unrestricted Class A driver license with H (Hazardous Materials) and N (Tank Vehicle) endorsements. (Applicants who do not possess the license will be allowed to compete in the exam, but license must be obtained prior to appointment.) and Either I Two years of experience performing the duties of a Lead Structural Steel Painter in the California state service.

Or II

 

Experience: Four years of experience as a journey level painter, including one year as a lead worker directing the work of a crew of painters engaged in painting structural steel or bridges and working at considerable heights.

Knowledge, Skills and Abilities

Knowledge of: Approved methods, materials, equipment, and tools used in preparing and inspecting surfaces and in painting structural steel, cables, and bridges; paint colors; air tools, hoists, and equipment used in erecting and moving heavy scaffolds and scaffold machines; rigging aids and safety as applied to painting high structures and bridges; principles of effective supervision; department's Affirmative Action and Labor Relations Program objectives; a supervisor's role in Labor Relations and Affirmative Action/ Equal Opportunity Programs and processes available to meet labor relations and affirmative action/equal opportunity objectives.

 

Skills in: Organizing and directing lead persons and crews of painters on brush, roller, or spray equipment work.

 

Ability to: Rig and direct the safe and efficient rigging of scaffolds and stagings; estimate materials, time and labor for different parts of the work; prepare written reports; plan work for a crew of painters, direct them in their work; establish and maintain effective and cooperative working relationships within the crew; work on high structures; follow directions; effectively contribute to the department's affirmative action/equal opportunity objectives.

Special Personal Characteristics

Ability to work safely at heights of at least 200 feet above ground or water on structural steel bridges and the ability to withstand working continuously under adverse weather conditions (e.g., cold, wet, windy); freedom from lead poisoning as suggested by a blood lead level test; willingness and ability to travel and work short periods of time throughout California; visual and color acuity sufficient to perform the essential functions of the job.

Additional Desirable Qualification

Possession of a P (Passenger/Bus) driver license endorsement.

Drug Testing Requirement

Applicants for positions in this class are required to pass a drug screening test. Testing of current employees who are applicants in an examination or who are transferring is permitted only if the person does not have a current appointment to a class for which drug testing is a requirement.
