Definition

Under general direction, to plan, organize and direct the centralized dispatching and prescheduling of water and power throughout the State Water Project; to coordinate the operation of project facilities with the operation of participating water and power agencies; and to do other related work.

Typical Tasks

Plans, coordinates, and reviews the activities of the State Water Project Operations Center; directs operational performance of project facilities to provide coordinated and integrated optimum operation of the State Water Project; establishes and implements procedures for preparing daily, hour-by-hour operating schedule of project facilities based upon current project status data and operation plan furnished by Scheduling Section; prepares guidelines for dispatching personnel relating to energy sales and purchases; prepares operating procedures and standing operating orders; establishes criteria for issuing electrical clearance and guarantees which affect operational status of major equipment; establishes and maintains contact with dispatchers or interconnecting systems and participates in decisions as to coordinated switching and system protection; assembles data and prepares reports and recommendations related to improving the dispatching function; reviews all reports and logs prepared or maintained by subordinate personnel for irregularities or unusual conditions; develops programs for training dispatching personnel; reviews scheduling of work days and shifts.

Minimum Qualifications

Either I

 

One year of experience in the California state service performing the duties of a Program Water and Power Dispatcher; or

 

Two years of experience in the California state service performing the duties of a Senior Water and Power Dispatcher.

Or II

 

Experience: Four years of experience as a supervisor of a water or power dispatching operation.

Knowledge and Abilities

Knowledge of: Principles of electric power generation, transmission, and distribution; capacities and operating characteristics of all generating and pumping plants and facilities in the State system; location, capacity, switching points on power transmission systems within and related to the State system; procedures to follow in emergencies; capabilities of other interconnecting power agencies; contractual requirements and provisions; protective systems and their operation; switching procedure, operation and routing of water through aqueduct, pumping plant, hydroelectric power plant, reservoir, check gate, and turnout systems; principles and practices of load planning and scheduling; water and power metering devices and systems; digital computing equipment used in scheduling; principles of hydraulics and operation of water storage, conveyance, and distribution systems; operation and application of communication systems and data link equipment used in the State Water Project; principles of supervision and budgeting; the department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Read and write English at a level required for successful job performance; operate automated control systems; plan and direct the work of others; prepare budget estimates; write reports; analyze situations quickly and accurately and take effective action; dictate correspondence; effectively contribute to the department's affirmative action objectives.

Additional Desirable Qualification

Education equivalent to completion of the twelfth grade.
