Definition

Under general direction of the Chief Water and Power Dispatcher, to act as program dispatcher in charge of equipment outages; prescheduling of water and power use and the buying and selling of energy, or overall control board dispatching function as supervisor of the Project Operations Center; and to do other related work.

Typical Tasks

As the program dispatcher in charge of equipment outages, receives and analyzes requests and prepares schedules for outages of circuits, equipment, and facilities of the State Water Project; determines what effect the outage might impose on the system considering water delivery, capacity loss, water release requirements, system load pattern, voltage conditions, continuity of servicing effects of interconnected utilities, system protection and safety; coordinates with interconnected utilities if the circuit, equipment, or facility to be cleared involves such agency or is required by contract; develops coded switching orders; directs the preparation of the system switching orders; receives and analyzes information on failures of project equipment or facilities; trains dispatching personnel.

 

As the program dispatcher in charge of prescheduling, is responsible for the daily preparation of water and power schedules for the State Water Project facilities to meet the continuing operational requirements of the project; establishes daily operating objectives for the State Water Project; coordinates preschedules with the Project Operations Center supervisor and the program dispatcher in charge of equipment outages; maintains the Project Operations Center's computer prescheduling capability; determines short-term excess or shortfalls in capacity and energy availability and arranges transactions for sale or purchase including determination of price of such transactions; trains dispatchers on daily scheduling procedures.

 

As the program dispatcher in charge of Project Operations Center dispatching function, directs and coordinates on a daily basis the work of the Project Operations Center; analyzes the hour-by-hour operation and coordinates State Water Project operations and schedules with other interconnected public and private utilities; assures continuity in the implementation of operating policies and procedures throughout the State Water Project facilities; makes decisions regarding safe operating practices throughout these facilities; assures that timely water release, pumping and generating schedules are transmitted to the field divisions; maintains continuity on the State Water Project communication system; trains subordinate dispatchers.

Minimum Qualifications

Either I

 

One year of experience in the California state service performing the duties of a Senior Water and Power Dispatcher.

Or II

 

Three years of experience as a supervisor of a water and power dispatching operation.

Knowledge and Abilities

Knowledge of: Principles of electric power generation, transmission, and distribution; principles of hydraulics in open channels, pipelines, tunnels and pumping plants; capacities and operating characteristics of all generating and pumping plants, aqueducts, and facilities of the State Water Project; location, capacity, switching points on power transmission systems within and related to the State Water Project; emergency operations, capabilities of other interconnecting power agencies; program dispatching functions; sources and contractual limitations of available power and water; protective systems and their operation; switching procedures; operation and routing of water through aqueducts, pumping plants, hydroelectric power plants, reservoirs, check gates, and turnout systems; principles and practices of load planning and water and power scheduling; water and power metering devices and systems; both off-line and on-line real-time digital computer system operation; operation of water storage, conveyance, and distribution systems; operation and use of communications, control and data link systems used in the State Water Project; principles of supervision and budgeting; the department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program, and the processes available to meet affirmative action objectives.

 

Ability to: Read and write English at a level required for successful job performance; direct the operation and water and power system; operate automated control systems; plan and direct the work of others; prepare budgets; write reports; interpret procedures, orders and directives; analyze situations quickly and accurately and take effective action; supervise and train subordinate personnel; establish and maintain effective cooperative relations with those contacted in the work; effectively contribute to the department's affirmative action objectives.
