Scope

This series specification describes two technical levels of the Emergency Services Coordinator, Office of Emergency Services, series to perform a wide variety of consultative, coordinative, developmental, planning, and evaluative duties in the preparation, implementation, and maintenance of the statewide emergency management system including emergency plans, and the emergency response operations of State and local agencies and relief, recovery, mitigation, and preparedness programs at the Office of Emergency Services.

Definition of Series

The Emergency Services Coordinator, Office of Emergency Services, class series describes a broad range of technical, operational, staff, and project management work performed within the Office of Emergency Services to ensure the overall coordination of emergency management systems during emergency and disaster operations and to effectively manage all phases of emergency activities.

 

Incumbents at both levels of the series participate in emergency and disaster operations and research, plan, coordinate, evaluate, recommend, and apply methods and procedures during all phases of emergency management: preparedness/mitigation, response, relief, and recovery. Specifically, this may include the collection and use of program data; analyzing data qualitatively and quantitatively; conducting studies of specific problems of emergency management; conducting and interpreting needs assessments; formulating recommendations that impact program and policy areas; developing alternatives, solutions, recommendations for legislation, regulations, policies, and programs; translating data and findings into appropriate language for a wide range of users; developing and adapting strategies for transfer of emergency management information; providing technical planning assistance to local, State, and Federal agencies; developing efficient procedures for risk assessment; developing emergency planning standards and reviewing criteria for compliance with the standards; coordinating preparedness, mitigation, response, and recovery programs with local, State, and Federal officials; consulting with local, State, and Federal officials on policy, regulations, and legislation, and ensuring adherence to State and Federal statutes, regulations, and guidelines; coordinating emergency information and mutual aid resources and taking other response actions as necessary and appropriate; arranging for the effective use of ad hoc task force teams and other expert advisory councils; providing training and making presentations; keeping abreast of and evaluating current developments; developing new approaches and contributing to advances in the emergency management field; and performing other related duties.

 

Incumbents may be expected to perform the aforementioned duties in a day-to-day setting or during an emergency or response and recovery. In addition, incumbents may work in a wide variety of staff positions in the disaster response organization, including responding to operational areas and field locations to ensure coordination of mutual aid and State disaster response, regional and State operations centers, and disaster field offices.

Entry into this series is typically at the Emergency Services Coordinator, Office of Emergency Services, level.

Definition of Levels

Emergency Services Coordinator, Office of Emergency Services

This is the entry, working, and journey level of the series. Incumbents complete technical, analytical, and research assignments relevant to the planning, development, implementation, and coordination of emergency management operations and programs including performing a wide variety of tasks associated with the development and maintenance of emergency management systems. Incumbents may be responsible for and act as the liaison between the department and emergency management agencies, organizations, and groups on all program matters, including interpreting laws and department policy; assist in problem solving and program implementation; assist in development and implementation of program policies; plan and coordinate activities to develop emergency management plans and systems; and provide assistance, advice, and consultation to departmental staff, external entities, or individuals regarding the development and maintenance of emergency management programs and operations. Incumbents may act as a lead person or be assigned staff responsibilities in support of other technical or programmatic functions.

Senior Emergency Services Coordinator, Office of Emergency Services

This is the advanced journey level of the series. Under general direction, incumbents perform the most complex, difficult, and sensitive emergency management, emergency response, recovery, and planning work above the journey level; are independently responsible for a significant, specialized emergency management project; may serve as lead person, team leader, and/or project coordinator on the most difficult and complex emergency management projects; formulate program and policy direction and alternatives which are highly complex, and select and develop methodologies for their implementation; serve as technical program expert; consult and negotiate with local jurisdictions, State and Federal agencies, organizations, and community groups regarding major program development issues or operations; mentor new staff and review technical work products of staff; analyze legislation having a statewide program impact and recommend legislative proposals, implementation, and strategic planning.

Minimum Qualifications

Emergency Services Coordinator, Office of Emergency Services

Either I

 

Experience: One year of experience in the California state service performing analytical duties related to programs for emergency management, emergency response, or recovery, at a level of responsibility equivalent to that of a Staff Services Analyst, Range C. and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

 

Promotional candidates who are within six months of satisfying the experience requirement of the class will be admitted to the examination, but they must fully meet the entrance requirement before being eligible for appointment.

Or II

 

Experience: Two years of broad and progressively responsible experience performing analytical or administrative staff work related to planning, analysis, management, implementation, and presentation of emergency management or emergency response program activities. (State experience applied toward this pattern must include one year of experience performing duties equivalent in level to a Staff Services Analyst, Range C.) and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Senior Emergency Services Coordinator, Office of Emergency Services

Either I

 

Experience: One year of experience in the California state service performing the duties of a class with a level of responsibilities equivalent to an Emergency Services Coordinator, Office of Emergency Services, Range B.

Or II

 

Experience: Three years of broad and progressively responsible experience performing analytical staff duties in an interdisciplinary setting on projects with substantial public contact and resulting in the preparation, presentation, and implementation on long-range comprehensive plans, procedures, and reports related to programs for emergency management or emergency response. (State experience applied toward this pattern must include two years of experience performing duties equivalent in level to an Emergency Services Coordinator, Office of Emergency Services, Range B.) and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Emergency Services Coordinator, Office of Emergency Services

Knowledge of: Mission, goals, objectives, and organization of emergency management and emergency response; operations and structure of government; processes, principles, and regulations applied in the administration of emergency management programs; State and Federal laws, regulations, and requirements relating to local, State, and Federal emergency management planning and emergency response; apply professional knowledge and ability to all situations; principles, concepts, and terminology in emergency management, emergency response and planning processes, hazard mitigation, and community preparedness; laws and regulations pertaining to State and Federal financial assistance and mutual aid; current trends of emergency management, emergency response, recovery, and planning; methods of program report preparation and program reporting techniques; basic techniques of data analysis; basic computer skill.

 

Ability to: Plan for emergencies and respond, under all conditions, appropriately to emergencies and disasters by applying emergency management principles to the specific immediate situation; apply professional knowledge and ability to all situations of coordination, planning, and mitigation of hazards, and communicate risks to specific emergency management situations; interpret emergency management-related laws and their application to program or incident situations; develop and implement new and revised methods and procedures; establish and maintain cooperative working relationships with staff, local, State, and Federal officials, and representatives of other organizations; prepare complete and comprehensive reports and recommendations; communicate and write effectively; reason logically; analyze problems and situations accurately and take effective action.

Senior Emergency Services Coordinator, Office of Emergency Services

Knowledge of: All of the above, and objectives and organization of emergency management and emergency response; principles and techniques of organization, administration, and management; purposes, activities, and legislation of the Office of Emergency Services.

 

Ability to: All of the above, and work independently in identifying needs and emergency management systems deficits and developing recommendations for improvement of emergency management planning and emergency response operations; act as a lead person or as a team leader; train other staff in principles and methods; provide effective leadership.

Driver License Requirement

All Levels:

Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles. Applicants who do not possess the license will be admitted to the examination but must secure the license prior to employment.

Special Personal Characteristics

All Levels:

Demonstrated ability to be flexible and a willingness to work effectively under adverse conditions; tact and professional demeanor; travel for extensive periods at any time emergencies arise, including weekends and holidays; and work odd hours and long shifts.
