Definition

Under direction, incumbents assist in planning, organizing, and directing the nonclinical services and programs of a Developmental Center or State Hospital; supervise various administrative service functions of a Developmental Center or State Hospital; and do other related work.

Typical Tasks

Incumbents assist in developing and implementing standards of service to assure support for treatment, training, and research programs; analyze biostatistical and financial data available from the department's management information system; coordinate special projects and administrative research in areas such as cost effectiveness, personnel administration, the treatment environment, patient support forecasts, and cost analysis of treatment alternatives; plan, organize, and direct line functions providing general facility support such as plant maintenance and operation, food service management, patient benefits administration and service and supply operations; assist in preparing the facility budget and exercising expenditure control by analyzing expenditures, authorizing purchases and issuing supplies, services and equipment; assist in developing and coordinating the long-range building program plan for a Developmental Center or State Hospital; develop detailed program data for proposed construction projects; advise management of real property and land uses; may represent the Developmental Center or State Hospital at departmental meetings on program support issues; select, train, and evaluate personnel; may represent the Developmental Center or State Hospital before community organizations, and various local, county, State, and Federal governmental agencies; in the absence of the Hospital Administrator direct all administrative services of the Developmental Center or State Hospital.

Minimum Qualifications

Either I

 

Experience: In the California state service either:

 

1. One year of experience performing hospital administrative or management support services functions such as service and supply, plant maintenance and operation, patients' benefits administration, or food service management in a class with a level of responsibility comparable to a Hospital Administrative Resident II (formerly known as Hospital Administrative Resident IV). or

 

2. Two years of experience performing administrative duties in a class with a level of responsibility comparable to Associate Budget Analyst, Personnel or Management Analyst. and

 

Education: Equivalent to graduation from college with a major in hospital, health care, public, or business administration or in a related field.

Or II

 

Experience: Two years of progressively responsible experience in health care or hospital administration which must have included at least one year of experience with responsibility for two or more administrative management and support services functions comparable to those found in a large hospital. and

 

Education: Equivalent to graduation from college with a major in business, health care, hospital, public administration or a related field. (Possession of a Master's Degree in Business, Health Care, Hospital or Public Administration or a related field may be substituted for one year of the required general experience.)

Knowledge and Abilities

Knowledge of: Principles and practices and trends of organization and management; problems involved in managing the administrative support of a large hospital; program development and evaluation techniques; principles and objectives of automated management data systems; objectives of the treatment, training, and research programs of a large hospital or health care facility; the department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Plan, organize, direct, and evaluate the administrative services of a hospital or health care facility to meet treatment and training needs; assist in planning the building program for a Developmental Center or State Hospital; analyze data and make recommendations; prepare clear, concise and comprehensive reports; analyze situations accurately and take effective action; supervise and train staff; establish organizational goals and objectives; communicate effectively; effectively contribute to the department's affirmative action objectives.

Desirable Qualifications

Knowledge of the general principles and objectives of data processing and the applications of an automated management system.
